Parks Project Manager

We're seeking a skilled and creative individual to manage the Department's Renovation Program and long-range capital asset replacement plan. The Renovating Program is an annual $5million program to systematically refurbish parks and park facilities throughout Bellevue. You will provide an integrated approach to planning, prioritizing, implementing and monitoring both small capital improvement and major maintenance projects with cross-divisional collaboration with staff throughout the Department. You'll be tasked with balancing competing interests and combining a long-term systems perspective with short-term task management skills.

Essential Duties and Responsibilities:
- Manage the Department's Renovation & Refurbishment Plan, an annually updated 7-year capital program to systematically refurbish parks and park facilities.Develop systems to oversee and monitor progress in achieving the annual program goals.
- Manage a wide range of small capital projects, generally ranging from $20-500,000.Prepare and examine plans and contract documents, secure permits, determine purchasing method, manage bidding and contract approval, and manage construction through project closeout.
- Work with Department staff to analyze and prioritize Department needs, prepare project cost estimates, budgets and timelines and provide program guidance.
- Manage the Department's Long-Range Capital Asset Plan, an inventory of the park system's infrastructure used to identify and predict repair and replacement needs.Work with staff and technical experts to identify and continually update system assets and life-cycle costs.
- Represent the Planning Division on the Neighborhood Enhancement Program Team.Work with citizens and staff to identify, evaluate and implement selected neighborhood improvement projects.
- Prepare technical reports and recommendations to guide future decision-making on issues related to the park system infrastructure, such as structural integrity, building use, historic preservation, accessibility, code-compliance, life-cycle cost and energy-efficiency.
- Analyze and resolve issues between customers, consultants, staff, permit agencies and citizens to expedite project completion.
- Assist other divisions and departments as necessary with training, guidance and technical support regarding the asset management plan, renovation program or project management.
Supervision Received and Exercised
- Works under the general supervision of the Planning Manager. An independent worker that thrives under limited supervision.
- No formal supervisory responsibilities but provides training and guidance to project managers, and provides project oversight and monitoring functions
Qualifications:
- Knowledge of basic planning and engineering principles and construction means and methods
- Knowledge of the principles and practices of municipal government; public park operations knowledge desirable.
- Excellent communication skills. Able to communicate effectively with customers, co-workers, contractors, and the general public, both verbally and in writing. Able to deliver clear and concise verbal and written reports and recommendations.
- Skilled in using a personal computer. Proficient in Word and Excel. Experience with Maximo or related asset management software is desirable.
- Ability to research and analyze complex information and provide practical, cost effective solutions;
- Knowledge of budgeting, cost estimating and multiple purchasing methods and procedures. Public sector experience desirable.
- A collaborative team player. Ability to establish and maintain effective working relationships with city staff, outside vendors, project stakeholders and the public.
- Ability to balance competing interests and recognize sensitive political and organizational issues when they arise.
- Ability to maintain a keen customer service focus.
Education, Experience, and Other Requirements:
- Graduation from an accredited four-year college or university with a degree in project management, public administration, engineering, architecture, landscape architecture, urban planning, or related field.
- Five or more years of related project management experience.
- Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
- Washington State Driver's License required
