Engineering Technician III and/or Engineering Technician IV
General Function
The City has two vacant Engineering Technician positions, one in Transportation and the other in Utilities. Depending upon the qualifications of the successful candidates, the vacancies may either be filled as an Engineering Technician III (pay range $30.50 - $35.86 per hour) or an Engineering Technician IV (pay range $34.00 - $40.12 per hour). Engineering Technician III:
Mid-level engineering technician position that performs office and field engineering tasks to support engineering division activities. Creates drawings and maps using AutoCAD and GIS software, gathers field data using various survey equipment, inspects construction of utility (water, wastewater, storm water) infrastructure and right-of-way improvements, and collects and interpret traffic data.
Engineering Technician IV:
Under limited direction assists project engineers in the design and construction management of major construction projects or lead inspection of utility (water, wastewater and storm water) and transportation projects. Performs customer service and inspection to support development review and permitting for private construction projects. Provides oversight and mentoring of junior engineering staff.
Representative Essential Duties and Responsibilities

Engineering Technician III:
- Independently inspects and documents inspection of public works capital projects of moderate complexity. Confirms improvements are installed in compliance with contract documents. Maintains field data and perform calculations to establish pay quantities and coordinates with contractors on construction issues.
- Communicates with the public in the field during construction projects to coordinate and resolve construction issues and concerns.
- Independently performs mid-level drafting using current version of AutoCAD, to include field measurements, drafting for record drawings, and developing and updating standard plans and details.
- Uses basic functions of ArcMap to create exhibits in GIS.
- Provides customer service to support development review and permitting. Reviews and sells right-of-way and utility permits, provides information and maps, and writes enforcement letters.
- Performs minor field surveys using an automatic level and GPS equipment.
- Collects and interprets traffic data.

Engineering Technician IV:
- Performs complex AutoCAD drafting to support municipal design projects. Prepares plans and assists with developing specifications for utility (water, wastewater and storm water) and street improvement projects.
- Creates maps using GIS software and updates mapping data for all public works infrastructure.
- Develops details and traffic control plans considering site specific constraints including utilities, access, constructability, cost, etc.
- Calculate quantities and perform research to assist the project engineer in developing construction cost estimates.
- Independently inspects and leads inspection of utility and street construction projects. Provides direction and oversight to other inspectors on large or complex projects.
- Ensures proper and timely completion of construction records and documentation to establish pay quantities, and reviews and resolves pay request issues when identified.
- Interprets construction documents and resolves conflicts between the plans and specifications with the contractor.
- Coordinates with the project engineer and the contractor to proactively identify and resolve issues before they become problems.
- Performs permitting and inspection for private construction projects ranging from individual single family homes to large scale residential or commercial developments.
- Coordinates with developers, contractors, City staff and the public on a variety of development construction and right-of-way issues including right-of-way use permits, vacations, construction, and traffic control.
- Calculates fees and issues a variety of permits for work in the right-of-way or connections to the City’s utilities.
- Review construction sites to identify worksite safety issues and notify the contractor to resolve.
- Prepares legal documents for recording including easements and other agreements.
- Performs minor field survey data collection using GPS equipment and total station.

Engineering Technician III and Engineering Technician IV:
Physical Requirements:
- Climbing. Ascending or descending ladders, stairs, scaffolding, ramps, using feet and legs and/or hands and arms. Body agility is emphasized.
- Stooping. Bending body downward and forward by bending spine at the waist.
- Kneeling. Bending legs at knee to come to a rest on knee or knees.
- Crouching. Bending the body downward and forward by bending leg and spine.
- Crawling. Moving about on hands and knees or hands and feet.
- Reaching. Extending hand(s) and arm(s) in any direction.
- Standing. Particularly for sustained periods of time.
- Walking. Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
- Pushing. Using upper extremities to press against something with steady force in order to thrust forward, downward, or outward.
- Pulling. Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
- Lifting. Raising objects from a lower to a higher position or moving objects horizontally from position-to-position.
- Grasping. Applying pressure to an object with the fingers and palm.
- Feeling. Perceiving attributes of objects, such as size, shape, temperature, or texture.
- Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers.
- Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently to move objects.
- The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; viewing a computer terminal; extensive reading; visual inspection involving small defects, and/or operation of machines; and/or using measurement devices.
Working conditions:
- The worker is subject to outside environmental conditions.

Qualifying Education and Experience (Minimum Requirements)
Engineering Technician III:
Any combination of education and experience equivalent to an Associate Degree in Engineering Technology and two (2) years of relevant field or office experience.
* A valid Washington State Driver’s License is required.
* Current Flagger Certification
Engineering Technician IV:
Any combination of education and experience equivalent to an Associate Degree in Engineering Technology and four (4) years of relevant field or office experience.
A valid Washington State driver’s license is required. A CESCL Certification is preferred
