Utilities Engineering Manager
The City of Issaquah Public Works Department is seeking a Utilities Engineering Manager to join our team! The Public Works Department provides the highest level of transportation, utility management, and resource conservation services to our community. The Utilities Engineering Manager plays a critical role in ensuring that the City's water, sewer, and stormwater systems meet the current and future needs of our residents. This position is a working manager who is expected to both manage projects and tasks while also managing a team responsible for the planning, design, and construction of City utilities projects and coordinates with other divisions, departments, and agencies regarding planned or upcoming projects.
The Utilities Engineering Manager will have the opportunity to:
- Oversee the ongoing update and future adoption of the City's Sewer Master Plan and Storm and Surface Water Master Plan.
- Oversee the environmental and regulatory compliance staff, particularly related to Phase 2 Municipal NPDES Permit Compliance, wellhead protection, floodplain management and solid waste/recycling programs.
- Oversee the ongoing efforts undertaken by our Public Works Engineering Team to complete the design, bidding, and construction of multiple large ($1 million to $7 million) water system improvement projects.
- Oversee the team's ongoing efforts to facilitate habitat restoration, with a specific focus on salmon recovery.
- Work closely with the Public Works Operations team to prioritize future projects and update the Capital Improvement Program, with a focus on utility replacement and rehabilitation.
- Work with numerous agencies, including Cascade Water Alliance, adjacent City governments, the Washington State Departments of Ecology and Health, King County, FEMA, and local, state, and federal granting agencies.
- Be a part of the City's asset management program update.
- Update utility rates and charges as needed.
- Develop and monitor budgets.
- Work closely with other departments to achieve synergistic outcomes.
- Be a mentor and champion for staff, both supervised staff and staff in other departments.
- Be an integral part of the Public Works management team.

Requirements
- Bachelor's degree in civil engineering.
- Five or more years of progressively responsible supervisory experience in civil engineering or related field, including project management experience.
- Professional Engineer's license required; if PE license is from another state, ability to obtain Washington PE license within 6 months of hire.
- Valid Washington State driver's license with a driving record that meets City standards.
- Or any combination of training and experience that would provide the desired knowledge, skills, and abilities.
