The City is seeking an accomplished Parks Project Manager who will be responsible for project management for budgeted park capital improvement projects through the design, permitting and construction process. This Manager is also responsible for the preparation of grant applications and administration of grant awards for park improvement and park acquisition projects. The Manager will assist with the update and monitoring of the Parks, Recreation and Open Space (PROS) plan and associated Comprehensive Plan elements as well as provide assistance with policy issues, park and recreation programming and operations issues as needed.
This is a two year limited term position.

Essential Duties and Responsibilities
- Act as project manager for budgeted park capital improvement projects including developing a scope of work and budget for project implementation, selection of architect/engineer, preparation of contract documents, bidding and construction supervision, project budget monitoring and project close-out.
- Negotiate, prepare, implement and administer consultant contracts as necessary.
- Provide information to the public, contractors and consultants and serve as the City’s contact person during project development and implementation; prepare and distribute information regarding parks projects and development issues; deliver presentations to the City Council, Planning Commission, grant committees, the public, and City staff on park issues; and coordinate communications between various agencies.
- Coordinate, organize and/or facilitate public meetings or other public involvement strategies to gather input in developing park plans and parks master plan updates.
- Prepare, write, present, and administer various grants for park and open space acquisition, park capital projects and facility development.
- Assist in the development of a park capital improvement program identifying property for potential acquisition, evaluating existing facilities and defining deficiencies, and in the design of new facilities to accomplish parks goals and objectives.
- As necessary, update the Parks, Recreation and Open Space (PROS) Plan and assist with developing and updating associated Comprehensive Plan elements.
- As necessary, assist with the development and update of individual park master plans.
Perform other duties as assigned that support the overall objective of the position.
Knowledge and Skill Requirements
- Familiarity with planning principles, practices, current issues and trends, regulations, and techniques related to park planning, parks projects and development.
- Experience preparing a Park and Recreation Open Space (PROS) plan, park master plans, and associated Comprehensive Plan policies.
- Working knowledge of state and local laws affecting public construction projects, zoning code and property development regulations, and available grants for park and facility acquisition, development and renovation.
- Grant writing expertise and grant administration experience. Familiarity with the State RCO grant process is preferred.
- Experience with consultant selection/evaluation. Ability to prepare RFPs/RFQs and associated legal notices for specific projects.
- Ability to utilize the public works and professional services rosters when appropriate to select consulting services.
- Ability to evaluate consultant submittals and conduct interviews contract negotiation, and contract administration.
- Experience with park budgeting. Ability and skill to prepare “cradle to grave” park budgets, including identifying all potential project costs.
- Experience with park project construction management, including preparation of a detailed scope of work, contractor evaluation, and project and budget oversight and enforcement.
- Ability to coordinate responses to RFIs and evaluate and approve RAMs. Ability to manage relationships between contractor and architect/engineer. Ability to maintain required project records and complete all necessary documents for project close-out.
- Experience with waterfront park development is preferred, but not required.
- Sufficient math skills to perform statistical analysis and interpret complex plans and maps.
- Knowledge of the methods and techniques used in citizen involvement and external communications.
- Ability to organize and create public meeting processes to achieve planned outcomes.
- Experience with programs for effective marketing, public relations, and promotion of parks and recreation programs and facilities.
- Well-developed interpersonal and customer relations skill and the ability to conduct formal oral and written presentations to diverse audiences, including Planning Commission and City Council, and grant evaluation committees.
- Ability to effectively facilitate small group processes, present ideas clearly, resolves conflict, and conveys technical concepts to others.
- Ability to prepare clear and effective Powerpoint presentations.

- Conduct site visits or attend off-site meetings.
- Work extended hours for the purpose of attending meetings, conducting meetings and public processes.
- Ability to effectively use general office software.
Work productively and cooperatively with citizens and as a contributing member of a team and convey a positive image of the City.
Physical Abilities
Requires the ability to function primarily indoors in an office environment. Requires sufficient ambulatory ability to move about the office and to off-site locations. Requires auditory ability to carry on audience, ordinary, and telephonic conversation. Requires near and far visual acuity to read detailed maps, drawings, other printed material, computer screens, and observe physical layouts. Requires manual and finger dexterity to write and to operate computers and other office equipment. Requires sufficient ambulatory ability to conduct field and site visits to building sites and construction sites, vacant properties, or environmentally sensitive areas requiring the incumbent to transport him/herself on irregular terrain and be exposed to outside weather conditions. Requires the ability to alternatively sit and stand for sustained periods of time to deliver presentations.
Education and Experience
The position typically requires a bachelor’s degree from an accredited college or university with a major in Parks Administration, Planning (Urban, Regional, Environmental, Natural Resource or Park), Landscape Architecture, or similar discipline and five years of progressively responsible experience in the essential duties of the position, or an equivalent combination of education and experience.
Licenses and Certificates
Requires a valid driver’s license and an acceptable driving record.
Working Conditions
A majority of the work is performed indoors where some safety considerations exist from physical labor and handling of medium weight, yet, awkward materials. Work will likely include outdoor work including visits into the field on uneven terrain and in inclement weather also are part of the job.
