Summary
Participates in all phases of the labor negotiations process for all contracts in support of the designated chief negotiator for the City’s management team. Confers with and advises department staff on labor relations activities, problems and policies. Interprets labor contracts and policies and prepares implementation plans. Performs research on a variety of human resource administration topics including comparator total compensation data, proposed legislation, and employment trends. Responsible for full employee lifecycle for assigned departments including recruitment, employee relations, training and performance management.
Minimum Qualifications
Graduation from an accredited four-year college or university with a degree in Human Resources, Business, Public Administration or related field. Six years of applicable experience which demonstrates expertise at the generalist level in multiple human resource disciplines including two years of labor negotiation experience. Equivalent combination of education, experience and training that provides the required knowledge, skills and abilities may substitute.
Must have excellent oral and written communications skills and advanced interpersonal and customer service skills. Must be able to research, compile, and objectively analyze data. Must be proficient with Microsoft Office Suite. This position requires the ability to work effectively in a fast-paced team environment.
Preferred Qualifications- Public sector Human Resources experience
- Current PHR or SPHR designation desirable

Hours of Work
Core business hours are 8:00 a.m. to 5:00 p.m., Monday – Friday.
Working Conditions & Physical Activities
Work is performed in a typical office environment. Work is fast-paced with frequent interruptions from phone calls and staff. Incumbent is frequently required to sit for extended periods of time while performing keyboard functions. Occasional attendance at meetings outside normal business hours required. |
