Summary
The Surface Water Utility Engineer is responsible for tasks including the following:
- Reviewing development proposals for compliance with surface water design regulations
- Maintaining and updating storm drainage regulations standards and policies
- Coordinating NPDES stormwater permit requirements
- Developing and managing water quality improvement programs including stormwater and ambient stream/lake monitoring and mitigation and restoration site monitoring, illicit discharge detection and elimination and private detention/water quality system inspection
- Conducting engineering design of solutions to small (neighborhood scale) drainage and water quality problems
- Assisting Senior Surface Water Utility Engineer and Surface Water Engineering Supervisor with watershed and storm system modeling and planning
- Assisting maintenance division with engineering design, water quality protection measures and environmental permitting
Essential Duties
- Review the surface water portion of development proposals for compliance with applicable design regulations, pre-approved plans and policies.
- Maintain and update surface water design regulations, the City's Pre-Approved Plans and Policies, and associated permit documentation with regards to State and Federal permit requirements and regulations and in response to changes in technology.
- Meet with citizens, developers, consultants, or contractors to discuss projects or proposals and explain or negotiate needed changes.
- Give public presentations to City elected officials and staff, citizens, and regional forums.
- Provide storm water engineering assistance and coordinate work with other divisions or departments.
- Provide assistance to maintenance division in obtaining environment
- Assist with technical/engineering aspects of surface water education programs that foster good stewardship with regard to water quality.
- Coordinate city compliance with NPDES stormwater permit requirements.
- Coordinate city activities regarding surface water and aquatic habitat aspects of Endangered Species Act response.
- Investigate grant opportunities and prepares applications when suitable to increase the economic ability of the City to correct hydraulic deficiencies or enhance water quality.
- Identify necessary storm water improvements and assists in the development of projects to correct identified deficiencies which are to be included in the Capital Improvement Program.
- Develop or manage consultants in developing computer models of hydrology and hydraulics for use in identifying flooding and water quality problems, developing design regulations, and identifying potential retrofit/restoration projects.
- Develop and implement illicit discharge detection and elimination program including technical assistance/outreach regarding pollution prevention at businesses, outfall screening, pollutant source-tracking, and complaint investigation.
- Develop and implement programs to monitor water quality in stormwater as required by the NPDES stormwater permit.
- Develop and implement programs to monitor water quality in streams and lakes in support of surface water utility programs.
- Represent the City at outside agency meetings related to storm water issues.
- Assist the Construction Inspectors with erosion control methods, remedies, violations, and enforcement.
- Assist the Storm water Maintenance and Operations Division with response to pollutant spill investigations, clean up, and enforcement.
- Provide assistance in maintaining data layers for use in the City’s geographic information system.
- Participate in internal coordination groups such as the Development Review Committee, the Green Building Team, the Citywide Green Team, Wellness Committee or others.
- Investigate and recommend changes to storm water utility assessment charges by calculating parcel site impervious areas and otherwise manages new accounts and their associated charges.
- Responds to citizens’ questions and inquiries about storm water programs/utility.
- Bachelor of Science in Civil Engineering or closely related field.
- EIT Required. PE Preferred.
- Four years experience in storm water planning/engineering.
- Valid Washington State Driver’s License.
This position works in both an office environment and outside at existing developments and construction sites. The fieldwork involves monitoring construction work or investigating existing drainage conditions in varying weather conditions. Potential hazards at construction sites include vehicular traffic, construction equipment, and uneven terrain. The position may require climbing ladders, scaffolding, and working in trenches or other confined spaces.
Hours of WorkCore business hours are 8:00 a.m. to 5:00 p.m., Monday – Friday.
