GENERAL RESPONSIBILITIES
The Information and Geographic Service Team is a division of the Finance Department. The Information Services (IS) Manager reports to the Finance Director and supervises the Senior Systems Administrator and the GIS Coordinator. The IS Manager is responsible for providing support and management of IT & GIS service delivery to a full-service municipal corporation. This includes helpdesk, equipment replacements, 24x7x365 network/server/voice infrastructure management and monitoring, information security, facilitating and/or supporting IT project management, strategic planning, and Geographic Information Systems (GIS), a separate enterprise service.
ESSENTIAL JOB FUNCTIONS
- Manage, coordinate, and assume responsibility for IT & GIS services delivery to the entire City.
- Architect, engineer, and guide network/server/voice/peripheral/application implementations.
- Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
- Provide and keep up to date detailed documentation of the City’s software and hardware systems for both internal departmental use as well as various governing committees.
- Develop, update and manage the IGS strategic plan, coordinating the evaluation of new technologies, which are appropriate for the City, with all departments.
- Resolve escalated and complex IT/GIS requests.
- Oversee the City's technology security program including cybersecurity protection, detection, response, and recovery planning.
- Plan for and implement updates, upgrades, integrations, and enhancements to IT/GIS operations.
- Coordinate with the GIS Team to evaluate, recommend and implement GIS projects, policies and procedures including expanding the functionality of GIS to support and integrate with other business systems.
- Assist the Finance Director in developing and administering the division's biennial budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; and implement adjustments.
- Develop and manage project budgets, timelines, vendors, and implementations for assigned projects.
- Develop and guide IT & GIS staff, ensure training is complete, and provide support as necessary.
- Assist IGS team in all related activities.
- Perform other duties as assigned.
QUALIFICATION REQUIREMENTS
- At least seven years of progressively responsible experience in “hands on” network and systems administration and support.
- At least three to five years of experience in supervising staff.
- Five or more years of experience in:
- Server, systems, database administration, and helpdesk.
- Managing and supporting Microsoft technologies including Active Directory, SQL Server, and Office 365.
- Managing and supporting small to medium size local and wide area networks utilizing TCP/IP, DHCP, Wireless Networking, Routers, Switches, Firewalls, VPN, and Remote Access.
- Working with virtualization technology and cloud services.
- Project management.
- Familiarity with GIS principles and concepts.
- Experience in a municipal setting is preferred.
- MCSE, MCSA, or MCP or equivalent certifications or work experience.
- PMP or equivalent project management certification or work experience.
- Degree in Computer Science, related field, or equivalent work experience.
- Must have excellent written and verbal communication skills.
- Must have excellent customer service skills and be able to work well with people in all levels of the organization.
- Must be able to handle multiple requests for assistance, multiple projects, and other duties in an organized manner with little or no direct supervision.
- Must be able to work in a team environment.
- Must be available outside of normal business hours.
- Must be able to pass a comprehensive background check.
- Must have a valid Washington State driver’s license and evidence of a good driving record and must be able to drive to various City office buildings around Mercer Island.
WORKING CONDITIONS AND PHYSICAL ABILITIES
Work is primarily performed in office settings. Stooping, bending, and crouching on a regular basis is required. This position also requires occasional lifting of up to 60 pounds. After hours and weekend work is required to perform maintenance tasks and emergency technical support.
