Job Responsibilities:

Position Overview and Description:
Seattle Information Technology is looking for an experienced Business Continuity Advisor to assist in developing, implementing, and maintaining the IT Disaster Recovery Program within Seattle IT Department and City Departments.  You will be responsible for leading, coordinating and supporting various Business Continuity Management (BCM) activities for the City's departments, including BCM analysis, design and implementation.  You will work collaboratively with City of Seattle lines of business to integrate related activities and projects into the associated IT BCM objectives.  This position reports to Seattle IT's Senior Emergency Management Advisor.

Key Responsibilities/Accountabilities:
The Business Continuity Advisor will perform the following job duties:

  • Develop, implement and maintain business impact analysis (BIA) methodology that can be used by the City departments to determine the overall application criticality and to better prioritize investments in infrastructure and testing efforts.
  • Perform business impact analyses with the businesses using an established methodology.
  • Coordinate with the Seattle IT COOP (Continuity of Operations) Coordinator, Disaster Recovery program and the Client Service organization from BIA to disaster recovery solutioning, implementation and exercising.
  • Steward for implemented business impact tools.Responsible for vendor management, license management, end-user training and support of the tool.
  • Participate, coordinate, and plan in tabletop and disaster recovery exercises.
  • Assist the Senior Emergency Management Advisor with department emergency response planning, training, and exercise activities.
  • Serve on behalf of the Senior Emergency Management Advisor in their absence to include advising elected officials and the Chief Technology Officer on information technology, communications, and cybersecurity response policies, rolls and responsibilities.
  • Serve as a Seattle Information Technology Department representative in the City's Emergency Operations Center during planned and unplanned activations, events, and emergencies.
  • Various assignments commensurate with classification level.

Qualifications:

Note: Equivalent combinations of education, experience and training will be considered for the required qualifications.

  • Skills and experience performing Business Continuity and Continuity of Operations Planning.
  • Experience performing Business Impact Analysis activities in medium to large organizations.
  • Ability to work with different levels of Management and Staff with varying skill sets.
  • Skills and experience to plan, organize, direct, and coordinate training sessions.
  • Skills to perform statistical analyses and present data in clear and concise report format.
  • Excellent written and oral communications skills and ability to communicate effectively with technical teams, executives and business teams.
  • High energy, able to deal with demanding pace and changing priorities.
  • Experience working in a collaborative environment; and experience with team leadership/direction.
  • Proficiency using MS Office products.

Note: Employment contingent upon successful completion of comprehensive background investigation in compliance with Seattle's Fair Change Employment Ordinance SMC 14.17.  Background investigation may include CJIS certification conducted under the purview of Seattle Police Department, as well as NERC and PCI certification.

Additional Information:

Desired Qualifications: 
Education: Bachelor's degree in Computer Science, Business Administration, Emergency Management or a closely related field, or an equivalent combination of education, training, and experience.

  • Three+ years' experience in Information Technology, public utilities, or infrastructure protection organization.
  • Experience performing Disaster Recovery Planning.
  • Experience with government and public sector.
  • Experience managing business continuity and disaster recovery software.
  • Completion of Incident Command System (ICS) courses 100, 200, 300, 400, 700, & 800.
  • Knowledgeable of NERC, CJIS, PCI, PII, HIPAA experience conducting Business Impact Analysis meetings and creating documentation.
  • ITIL Foundation Certification.
