About the position:
The City of Seattle is looking for a a leader who excels at managing technical development professionals supporting the PeopleSoft Financials application. The application development is managed in Seattle IT and the application is hosted in an offsite location. The development team closely partners with a team of functional analysts in an adjacent department (Finance and Administrative Services -FAS) therefore collaboration is key.
This position is responsible for managing O&M development processes with the partner in FAS. We are looking for an experienced leader who will guide, manage, and shape the system and people toward reliable outcomes. This role will harmonize the engagement between the city departments that use the system, the IT teams that support the systems applications, the business functional analysts, and the hosting vendor. This role will plan long term system goals, and then realize those goals by orchestrating near term objectives. This role will maximize the efficiencies of a blended group of contractors, vendor service providers, and internal support staff. The ideal candidate must have well-honed leadership skills to be part of the cross-functional team that ensures the city delivers a reliable and trustworthy financial system to city departments in service to our public constituents.
Job Responsibilities
Key Accountabilities/Responsibilities:
- Manage the development application lifecycle activities for the PeopleSoft 9.2 application partnering closely with the business
- Design development processes to move to a release cycle that includes PUMs, bug fixes and application enhancements
- Manage integrations with city systems and external 3rd party systems.
- Manage vendor service contracts to ensure scope and quality objectives are met.
- Liaise with supported functional leads and business partners to align system goals and strategy.
- Manage technical activities to meet expected service levels.
- Coordinate solutions to meet risk, compliance, information security, and privacy requirements.
- Collaborate with the project management office to initiate and execute projects related to the PeopleSoft application and any integrating systems.
- Maximize system performance through the coaching and training technical talent and contribute to hiring, developing, and retaining the best possible team.
- Collaborate with other system leads and managers in change management activities.
- Own and manage major system incidents and events.
- Be an IT leader in the continuous improvement of citywide IT processes.
Successful candidates will have:

Qualifications
Required Qualifications:
NOTE: Equivalent combinations of education and experience will be considered for the required qualifications.
Education:
- Bachelor's degree in Computer Science, Business Administration, or a closely related field, or an equivalent combination of education, training, and experience.
Experience:
- Proven leadership and advancement in IT Applications Management
- Experience engaging with all levels of management including senior level executives
- Proven leadership, communication, negotiation and interpersonal skills.
- Strong process improvement, process redesign and organizational change management skills
- Detailed knowledge of project management and application development and support methodologies
Desired Qualifications:
- 5+ years of PeopleSoft experience, with 2 years in a leadership position
- Experience using Stat, Phire or similar system
- Experience with taking PUMs
- Experience working in a hosted and managed services
- Demonstrated vendor management skills.
- Experience working in a matrixed environment
