Position Overview:
The Middleware Administrator will be responsible for the overall administration of the middleware components which form the key technology infrastructure for several Utility Systems. This position is engaged in all aspects of Middleware administration, provisioning and maintaining (WebLogic, Tomcat, Apache, OHS, Oracle SOA Suite, Oracle Service Bus, APEX, OBIEE, Oracle Identity Cloud Services) including architecture, design, development, configuration, tuning, monitoring, troubleshooting, installation, upgrades/patch, deployment to various environments as well as consulting with Application Architects and Enterprise Architects on middleware usage. It is the responsibility of this position to ensure that the middleware infrastructure and applications that support Utility Systems and other enterprise systems are scalable and robust to meet current and future provisioning needs for City of Seattle.
Job Responsibilities
Key Responsibilities:
- Plan, architect, design and implement highly available and disaster recovery solutions for Enterprise Middleware Technology stack using Oracle WebLogic Fusion Middleware and Tomcat.
- Take an ownership role for assigned applications, acting as a consultant/liaison between different technical and non-technical groups.
- Participate in assigned on-call rotation to support 24x7 applications and other maintenance activities
- Create automation to perform routine maintenance tasks and for provisioning new environments
- Design and implement security best practices and standards for managing all middleware environments.
- Provide pro-active monitoring of Oracle Fusion Middleware Technology
- Ensure availability and stability of WebLogic and other Oracle Fusion Middleware environments
- Develop, Administer and troubleshoot Java based applications
- Ensure availability and stability of WebLogic and other middleware environments
- Manage installation, configuration and updates of web infrastructure components in a multi-tier, virtualized environments
- Provide recommendations to optimize system architecture and maximize application performance
- Provide technical consulting and support in middleware technologies to other staff members
- Change Control Procedures: As part of change management that are established to control the movement of applications & data from the test environment, where development and maintenance occurs, to the quality assurance (QA) environment, to the production environment
- Evaluate, recommend, implement middleware upgrades, fixes and patches as appropriate.
- Monitor the performance statistics, report the results and escalate problems when they occur.
- Responsible for problem escalation to Application team and third parties/Oracle as appropriate.

Qualifications
Required Qualifications:
NOTE: Equivalent combinations of education and experience will be considered for the required qualifications except where specifically noted.
Education:
- Bachelor's degree in science, technology, engineering, or math or related field; additional experience may be substituted for the degree.
Experience:
- In-depth and progressive Oracle Fusion Middleware experience with a strong knowledge of Middleware Administration skills
- Experience with installing and configuring Middleware software such as WebLogic and Tomcat
- Working knowledge of Java/JEE
- Experience with Unix/Linux Shell scripting
Desired Qualifications:
- Proven ability to troubleshoot and diagnose complex system across the whole IT infrastructure (eg. Unix, Servers, Network, F5, Databases etc).
- Experience installing, configuring and managing WebLogic Server environments (12c or higher)
- Experience with managing Oracle Utilities applications like Work and Asset Management, Network Management System, and Customer Care Billing System
- Experience with Oracle Enterprise Manager monitoring tool
- Experience with using Ansible & proficiency in Python for provisioning new WebLogic Environment
- Experience in managing SSL certs for server environment
- Experience installing, configuring Oracle APEX environments
- Understand basic networking and load balancing concept and familiar with load balancing technology like F5.
- Experience Installing, configuring and managing Tomcat Server environments
- Experience with Apache and HTTP server (OHS)
- Extensive experience with Java and JEE
- Experience with source control system like GIT & using Application Lifecycle Tools like Azure DevOps
- 1-2 Years of progressive relational database experience in Oracle (11g and above) and experience with SQL & PL/SQL.
- Team player with excellent verbal and written communication skills (detail oriented). Excellent inter-personal skills and a collaborative style
- Experience with Cloud Provider like Amazon Web Services and Oracle Cloud Infrastructure
- Experience with Utility industry is preferred
