Position Description
The City of Seattle is seeking candidates for two Quality Assurance (QA) Analyst positions with the Customer Information System (CIS) Applications team in Seattle Information Technology (Seattle IT).

Job Responsibilities
This job primarily constitutes providing testing support to existing applications in the form of operations and maintenance, enhancements, bug fixes, and troubleshooting. At times, the work also includes large capital projects to upgrade, modernize, and/or move to cloud-based infrastructure, demanding a broad and deep expertise in legacy/traditional technologies, business processes, and learning new cloud-based structures, processes, tools, and capabilities.
Work ranges in size from simple configuration change requests through multi-month projects, requiring good project management, problem solving and team leadership skills. The role necessitates strong customer skills, excellent communication skills, domain knowledge (utilities) and an understanding of the business processes, as well as business units and other IT team responsibilities.
This position requires occasional non-standard working hours (evenings and weekends).
JOB RESPONSIBILITIES:
The CIS Applications team supports Seattle City Light (SCL) and Seattle Public Utilities (SPU) across the City of Seattle.
The QA Analyst will be responsible for:
- Reviewing existing functional and technical specification documents and plan appropriate test strategies.
- Analyzing Vendor (Oracle, Milestone, Precisely) custom features and product releases and providing estimates of testing effort. Reviewing On Premise and cloud products release documents and creating integration test suites as needed
- Performing technical document analysis resulting in test preparation, testing and bug creation and tracking.
- Attend and participate in meetings with CIS Operations teams providing progress updates.
- Using testing tools such as Oracle Utilities Testing Accelerator to verify customizations.
- Adhering to City of Seattle methodologies of software development and product delivery processes.
- Following product vendors integration processes and use Vendor tools for issue reporting and tracking such as Oracle Support, Bugzilla.
- Working closely with a wide range of groups and departments including functional business teams to ensure test coverage and delivery of bugs and features.
- Contribute to ongoing improvement of CIS Operations processes, templates, and standards methodologies.
- Perform varied tasks as assigned commensurate with classified position level.
Qualifications
Required Qualifications:
NOTE: Equivalent combinations of education and experience will be considered for the required qualifications.
- Bachelor’s degree in computer science, computer technology, or equivalent field.
- Five years of in-depth experience as a Quality Assurance Analyst, or a combination of education and experience that demonstrates the ability to perform position duties.
- Familiarity with Software Development Life Cycle (SDLC) methodologies and templates.
- Experience developing, maintaining, and executing test plans, suites, test cases and documenting test results.
- Experience to performing all levels of testing (functional, Regression, smoke).
- Experience creating and tracking defects using a test management tool (Azure DevOps, TestRail, JIRA).
- General knowledge of the differences between software installed in an “on premise environment” compared to software purchase by a vendor that is provided “as a service”.
- Ability to work independently and proactively while maintaining appropriate communications about progress and issues.
- General knowledge of database structures and tools (such as SQL, Oracle, MS Access) including the ability to complete queries.
- Ability to work effectively in a multi-cultural workplace with a diverse customer base.
- Demonstrated experience in fostering an environment of equity, inclusion, and diversity.
Desired Qualifications:
- Prior experience working in government agencies and public utility systems.
- Experience working with Vendors and cloud based software.
- Experience with Milestone Utilities Customer Self Service Portal (UCSS).
- Experience with Oracle Utilities Customer Care and Billing (CCB), Meter Solutions Cloud Services (MSCS).
- Experience testing interfacing applications such as IVR, Kubra, GIS.
- Experience using Oracle Utilities Testing Accelerator (OUTA).
- Experience developing and executing automated tests using Selenium.
