Seattle Information Technology (IT) is seeking candidates for a Quality Assurance Manager with the Applications Division.

Job Responsibilities
In this role you will work as a collaborative leader to grow a high performing team of Quality Assurance Analysts and Software Development Engineers in Test (SDETs) to meet the testing demands associated with the Citywide IT project portfolio. You will oversee the activity, workload assignments and set standard practices and methodologies of the quality assurance testing function for Seattle IT. You will lead and mentor Quality Assurance Analysts and SDETs as they support the Application Lifecycle Management (ALM) and Software Development Lifecycle (SDLC) within the Applications Division. The types of testing are comprehensive including manual, automated, unit, system, smoke, regression, load, performance, user acceptance, etc. You will provide a high degree of strategic technical leadership and will dive into ambiguous areas to help solve problems and remove roadblocks for your team and clients. You will collaborate with top-notch developers and managers from within the Applications Division as well as from across a variety of teams in the City. Finally, you will evaluate, manage, and monitor resource requests to meet quality assurance testing demand for both capital improvement projects as well as for funded operational & maintenance (O&M) efforts.
Here’s more of what you will be doing:
- Driving the strategy, methodology, standards, and tools for the Quality Assurance (QA) and Software Development in Test (SDET) practice for the Applications Division.
- Recruiting, hiring, developing, and retaining a skilled team of resources (including performance management, monitoring, and coaching).
- Developing and maintaining resource management plans; provide project resource estimates.
- Responding promptly to resource issues or challenges to provide corrective actions; provide training, coaching, and mentoring as needed.
- Overseeing the daily workload and schedules of the QA team.
- Communicating quality standards and parameters to QA team, application development teams, project teams and other appropriate staff.
- Soliciting feedback on staff and team performance from project managers, teammates, others within IT and our business clients, etc.
- Managing the Quality Assurance Team’s budget.
- Tracking and evaluating QA metrics to evaluate team performance, productivity.
- Providing weekly testing and automation dashboard reports to executives and stakeholders including status.
- Supplying technical guidance to the team and work with the engineering and support teams to facilitate execution of test scripts (manual and automated).
- Overseeing ongoing improvement of team QA processes, templates, and best practices.
- Maintaining awareness of latest innovations, trends, and emerging technologies in QA technologies.
- Providing weekly testing and automation dashboard reports to executives and stakeholders including status.
- Participating as a member of the Applications Division extended leadership team.
- Supporting department goals in promoting diversity and social justice.
Qualifications
You will be prepared for this role if you have the following knowledge, skills, and technical proficiencies:
- Bachelor’s degree in Computer Science or related field or equivalent experience.
- Minimum of 2 years experience leading or supervising technical staff.
- Minimum of 5 years experience in QA testing for application implementation projects, or comparable combination of training and experience.
- Experience with QA testing for complex projects/systems.
- Proficient with testing tools and methodologies.
- Robust planning/execution skills including estimating, scheduling, and executing on committed schedules.
- Excellent written and oral communications skills.
- High degree of emotional intelligence (EQ), excellent leadership, business acumen, and political awareness.
- Excellent leadership, interpersonal and customer service skills.
- Excellent organizational skills and attention to detail.
- Strong time management skills.
- Strong analytical and problem-solving skills.

Desired Qualifications:
- Local/City government experience.
- Experience managing services contracts, Statements of Work and Service Level Agreements (SLAs).
- Experience with DevOps.
