Behavioral Health Manager
Community Health Center of Snohomish County is recruiting a full-time Behavioral Health Manager.
The Behavioral Health Manager is responsible for and supervises the day to day operations of the Behavioral Health Program. Such supervision must be in accordance with current federal, state, and local standards, guidelines, and regulations that govern the practice, and as may be required by the Chief Clinical Officer, to ensure that the highest degree of quality care is maintained. The Behavioral Health Manager ensures the Behavioral Health Team provides support and assistance to the clinical care teams and Primary Care Providers (PCPs) and their patients. The Behavioral Health Manager plans, organizes, directs and manages assigned program areas and client services for Mental Health, Substance Abuse and Social Work Services. This position provides management and supervision to designated staff. As a practicing Behavioral Health Specialist, the Manager provides support and assistance to PCPs and their patients without engaging in extended specialty mental health care. Makes recommendations to PCP’s relative to psychological intervention strategies and conducts follow-up consultations to reinforce PCP-generated interventions.

Education
• High school graduate or equivalent.
• Master’s degree in Mental Health Counseling, Behavioral Science, Social Work or related field.
Experience
• Direct clinical experience with community health populations (5 years).
• Experience administrating Medicare and Medicaid programs, e.g. in a Behavioral Health Organization (BHO) in Washington State or other similar state programs.
• Supervisory/management experience at the department level (3 years).
Preferred:
• CPT-4 coding experience.
• ICD-10 coding experience.
• Experience working in an integrated model of behavioral health and primary care.
• Experience in a chemical dependency setting (1 year).
• Healthcare information systems, such as electronic health record and practice management systems experience.
• Experience in a multiple provider medical practice.
• Experience working in a non-profit environment.
• Experience working with low income, multi-ethnic populations.
Credentials
• Marriage and Family Therapist license (LMFT) with the state of Washington; or
• Mental Health Counselor license (LMHC) with the state of Washington and board certified by the National Board of Certified Counselors (NBCC); or
• Independent Clinical Social Worker license (LICSW) with the State of Washington and board certified by the American Association of Social Work Boards (ASWB).
• Must qualify as an Approved Supervisor under the Washington State Department of Health’s requirements for supervising license candidates per Washington Administrative Code (WAC) 246-809-234.
• Screening, Brief Intervention, and Referral to Treatment (SBIRT) Certification.
• Basic Life Support for Healthcare Providers (CPR/AED) certification - must be obtained within 45 days of employment.
• Successful completion of CHC’s credentialing and privileging review upon hire and re-credentialing as appropriate.
Preferred:
• Chemical Dependency Professional (CDP) with the state of Washington.
Other
• Driver's license with the State of Washington.

Job Specific Functions/Performance Expectations:
A. Job Specific Functions/Performance: Program Management
1. Directs the planning and development of the Behavioral Health Program, assesses clinic plans and program goals, and provides input for the budget process. This includes exploring and implementing effective, alternative therapies such as groups and peer-led programs.
2. Supervises the Behavioral Health Team to assure management and leadership of behavioral health staff, including recruiting, hiring, scheduling, training, coaching, evaluating, discipline, and timely performance reviews. Collaborates with Chief Clinical Officer and Clinical Directors on the coordination of care involving Psychiatric ARNPs.
3. Assures that the overall Behavioral Health Program is functioning in a manner in which revenue and productivity goals are met or exceeded. Regularly review productivity and provider/Behavioral Health Services staffing and make adjustments as needed.
4. Provides management in assisting providers and staff in the identification, treatment and referral of patients with chemical dependency or abuse problems to professional consultation, as appropriate.
5. Provides management oversight in the case management and tracking services for patients enrolled in medication assisted therapy.
6. Provides management in assisting clients/families with obtaining assistance through community resources as well as referrals internally with the healthcare team to ensure quality continuum of care, including medical well-being, as well as, emotional, and psychological support needs.
7. Works in collaboration with the Chief Executive Officer, Chief Operating Officer, and Chief Clinical Officer on needs assessment and program development; may need to research and report information to supervisors/management for issues regarding program development.
8. Coordinates services with other community behavioral health agencies in an effort to maintain a continuum of care and access to services for patients.
9. Adheres to organizational infection control practices and written plan.
10. Interfaces with outside organizations regarding patient Behavioral Health Services.
11. Manager reviews and approves invoices and statements as appropriate.
12. Delegates and assists with the timely completion and submission of service billing codes and completion of daily production reconciliation reports and timely documentation of patient visits.
13. Responsible for collection, compilation and submission of accurate financial and statistical data.
14. Works with the Compliance Department to oversee health information activities and ensure appropriate handling of protected health information.
15. Collaborates with the Leadership Team in developing annual and strategic plans for organizational development and to monitor and improvement achievement of organizational progress.
16. Participates in continuous quality improvement programs taking leadership for quality improvement initiatives within the Behavioral Health Program.
17. Adheres to attendance standards in order to perform the job functions for daily operations and/or continuity of patient care.
B. Job Specific Functions/Performance: Behavioral Health Specialist
1. Provides support and assistance to Primary Care Providers (PCPs) and their patients, related to behavioral health issues. Makes recommendations to PCPs relative to psychological intervention strategies and conducts follow-up consultations to reinforce behavioral health interventions.
2. Performs assessment and triage of patients by conducting a brief screening visit, evaluating the level of functioning, determining the risk level, determining if referral to another agency is appropriate, and assisting with diagnosis through diagnostic interviewing and behavioral management.
3. Makes psychological intervention, psycho educational, care management, referral, and external consultation recommendations to PCPs.
4. Performs follow-up on Behavioral Health Patient Consultation by developing behavioral care plans approved with the PCPs, assisting patient with compliance with planned interventions, maintaining patient stability/preventing relapses, assisting patient with difficult conditions, procedures or lifestyle changes, assisting in managing disability issues, and participating in conjoint consultation with PCPs.
5. Conducts group classes to promote skill building or education, provides information on disease, proposed interventions, and coping with side effects, and addresses negative beliefs about interventions.
6. Serves as liaison to community specialty behavioral health providers by identifying beneficial community resources and making referrals, educating patients about external resources, and serving as liaison with those providers to assure effective communication.
7. Administers mental health rating scales to patients as indicated. In collaboration with the Primary Care Provider, uses the rating scales to assess patient progress with treatment, and determine the need for psychiatric consultation.
