Job Summary/Purpose:
The Director of Campus Services position’s responsibilities are to provide leadership, supervision, and planning for COCC’s Campus Services Department, which includes facilities, grounds, maintenance, custodial, sustainability and College vehicle fleet; develop and recommend preventative maintenance, deferred maintenance and capital improvement plans, serving as project manager for most projects; serve as the College’s facilities coordinator for the Americans with Disabilities Act; and ensure compliance with local, state and federal regulations, including building and safety codes. Working in partnership with the Campus Services Team, the director will develop department goals in line with the College’s strategic plan, regularly assessing progress towards goals. COCC’s physical plant includes 35 buildings (500,00+ square feet) on four campuses.

Terms of Employment:
- This is a 12-month exempt position at pay level 29 in the Administrative salary schedule.
- Requires flexible work schedule, which may include evenings and/or weekends as well as travel throughout the district.
- Requires the provision of official transcripts upon hire.
- COCC employees must work and reside in the state of Oregon at the time their work is being performed.
- The College is NOT able to support Visa applications for this position. Applicants must already be eligible to work in the United States to be considered for this position.

- Effective Monday, April 18, 2022, COCC implemented a COVID-19 vaccination requirement for all employees, including benefited employees, part-time faculty, and temporary workers such as irregular wage, work study and community education. Upon hire, new employees will receive an email with instructions outlining how to upload proof of full COVID-19 vaccination or request a medical or religious exception.
Essential Functions:
Leadership and Supervision:
- Provide leadership to Campus Services, which includes facilities, maintenance, grounds, custodial, utilities, campus vehicle fleet, key inventory, campus signage, snow removal, ADA shuttle and building/grounds compliance, work order system and related areas, with an emphasis on customer service, collaboration, communication, and sustainability across all COCC campuses (35 buildings and 250+ acres). Includes regular department and individual meetings with direct reports.
- Hire, train, supervise and support professional growth of Operations Supervisor (grounds and custodian), Customer Service Coordinator, Administrative Assistant, Maintenance Team (six positions including HVAC, electrical and general maintenance) and Sustainability Coordinator. Support direct reports by maintaining a working knowledge of guiding principles and responsibilities.
- Plan and coordinate preventative and deferred maintenance plans, as well as capital improvement plans.
- Under the direction of the supervisor, participate in or facilitate the Facility Advisory and Sustainability, and Safety committees, developing processes to garner collegewide input on key issues.
- Set department-wide performance goals specific to each area and for the department as a whole. Regularly assess and engage staff in progress towards goals.
Project Management:
- Provide leadership and serve as project manager for large maintenance, construction, remodel and repair projects; includes preparation of bid documents, being on site during key milestones and as needed to support maintenance team, and overseeing project progress to ensure compliance with COCC construction requirements, as well as regional, State and federal building codes and quality standards. Assign smaller-level projects to Customer Service Coordinator in line with needed skills.
- Develop and lead a long-range deferred and preventative maintenance plans, working directly with supervisor to identify budget needs and ensure that all college building, grounds, and equipment are maintained in a safe, secure and usable condition.
- Build relationships with area organizations and trades as needed to fully support facilities’ needs.
- In partnership with the Campus Safety department (as appropriate), or other employees and departments (as applicable), coordinate response to facility emergencies.
Compliance and Administration:
- Ensure all employees are working in compliance with local, State and federal safety requirements, including maintaining a working knowledge of such requirements.
- Manage department general fund and non-general fund budgets in excess of $2 million annually, including preparation of annual budget proposals.
- Coordinate responses to any state or federal legislation directly related to the scope of this position.
- Serve on College committees.
Knowledge, Skills and Abilities:
Individuals must possess these knowledge, skills and abilities or be able to explain and demonstrate that the individual can perform the duties and responsibilities of the job, with or without reasonable accommodation, using some other combination of skills and abilities. The individual is expected to follow College work rules and policies.
- Knowledge of facilities, grounds, and custodial management, operations, regulations, and compliance issues, including construction and renovation.
- Knowledge of sustainability practices as it relates to operations of facilities, grounds and custodial areas.
- Skills in project management to include facilities planning, budgeting, project timelines, and key milestones. Ability to coordinate efforts effectively with outside project engineers, architects and developers, support the needs of the college on building projects, and problem solve to support the interest of the college.
- Supervision and customer service skills and the ability to model such skills with the department and end users. Includes conducting annual performance evaluations, staff training, development, and goal setting for direct reports.
- Ability to interpret blueprints and specification documents related to architectural, structural, electrical and mechanical needs, as well as operating manuals and procedures.
- Written and verbal communication skills, including the ability to build relationships with potential community partners and deliver presentations to various groups.
- Ability to establish positive and productive working relationships with students, staff and faculty, and on occasion, work with circumstances that require effective negotiation, mediation, and conflict resolution.
- Ability to hire and mentor a diverse team that respects each other’s differences and the ability to work in a diverse and inclusive environment.
- Ability to effectively utilize common Microsoft applications (Word, PowerPoint, and Excel) required; experience with database (e.g., Access) and reporting software (e.g., Argos) preferred.
- Able to communicate effectively, both orally and in writing, using the English language with or without the use of an interpreter.
Physical Demands and Other Ergonomic Requirements:
All individuals are required to be able to perform essential functions without a significant risk of injury or to otherwise demonstrate or explain how they can perform the essential functions listed above. Work includes shifts between typical office environments to areas that expose the employee to dirt, noise, fumes, chemical and all types of weather conditions on a regular basis. Work includes the ability to lift 25 pounds or more.
Traditional work schedule is Monday through Friday, approximately 7:30 am – 4:30 pm, with the ability to respond on evenings and weekends for facilities emergency support.

Minimum Qualifications:
- Bachelor’s degree in facilities or construction management, business, engineering or related field.
- Five years’ progressively responsible experience in facilities management, including but not limited to trade work, project management, custodial, and building maintenance.
- Two years’ experience supervising trades, mechanical, or other facilities-related positions.

Preferred Qualifications:
- Master’s degree in business, facilities or construction management or related field.
- Experience in a community college or university setting.
- Knowledge of sustainability practices as it relates to facilities and/or organizational initiatives.
Position Requirement:
- Association of Physical Plant Administrators Certified Educational Facilities Professional (CEFP) or related certification, or ability to obtain within three years.
License:
- Valid Oregon Driver’s License or ability to obtain one in 30 days from employment in order to drive campus vehicles as required by the position functions.
