Finance Manager (Public Health)
Jefferson County Public Health is seeking a Financial Manager. The Financial Manager performs complex duties associated with managing the Financial Division. Oversees A/R, A/P and payroll process, assists with grant applications, negotiations of terms of grant agreements, and development of annual budgets.
Duties include, but are not limited to the following:
- Prepares difficult or involved audits, balances, and financial analysis of various accounts, grants, program, division, and department budgets
- Prepares and maintains a variety of financial summaries, complex worksheets and special reports
- Responds to inquiries from other departments, outside agencies, or the general public
- Continually analyzes current financial systems in the department to develop and implement improvements
- Uses the county’s financial database to enter, update, display or report information
- Oversee accounts receivable, accounts payable and payroll process, ensuring conformity compliance with Generally Accepted Accounting Principles (GAAP), Federal, State, and County standards, procedures and policies
- Assists with preparation of grant application, negotiations of terms of grant agreements, creation or approval of grant application and contract budgets, apply for budget and scope of work amendments, prepare or review reimbursement requests for grant reimbursements
- Coordinates and cooperates with outside auditors during periodic audits of the Counties and Public Health financial records including specific program audits
- Participates in the annual preparation of the Public Health Budget and other budgets managed by the department
Minimum qualifications:

Education and/or Experience:
Bachelors (BA) degree in accounting or business related field or Associate’s degree (AA) or equivalent from a two-year college or technical school in accounting or related field, and two (2) years' experience in governmental accounting may be substituted for the Bachelor's degree, or Eight (8) years' experience in progressively responsible accounting positions supplemented by coursework in accounting or governmental accounting, may be substituted for the Bachelor's degree.
In addition to the above, a minimum of five ( 5) years' experience in progressively responsible accounting positions; with at least one (1) year as manager of discrete work unit including direct responsibility for performance of a team and/or individual subordinates is required.
Ability to successfully complete various required training classes and obtain certificates necessary for functional skills performance, maintenance and improvement.
Hours & Compensation:
Exempt, Grade 18, 40 hours per week with full benefits. Starting pay typically $5,220.97. Full range $5,220.97-$7,016.54/mo, DOE.
