Right of Way Representative
Jefferson County, WA seeks a Right of Way Representative to oversee and manage right of way activities in the Public Works Department. This position is a great fit for a person with appraisal/real estate/right of way experience, great technical and analytical skills and the ability to communicate and interact well with property owners, elected officials, other government agencies and the public we serve.
Duties include
- Research and prepare legal documents such as deeds, leases, permits, easements, contracts, right of way agreements, legal descriptions and maps for County owned property or property to be acquired
- Negotiate with land owners on right of way acquisitions, easements and land purchases
- Act as liaison between parties connected to a project including County departments, homeowners, the public and legal representatives
- Work with land surveyors to develop right of way plans for road construction projects
- Oversee the acquisition, sale, disposal or transfer of real property for County road projects and other public projects in compliance with Federal, State and County Guidelines, including WSDOT and FHWA
- Perform research and assimilate data for fair market value determination, land estimates, land acquisition and easement issues
- Manage consultants providing title review and real property appraisal
- Answer citizen inquiries related to right of way issues including historic research and investigate encroachments
- Act as point of contact for road vacations and road establishments. Perform research and prepares reports
Requirements:
Bachelor's degree (BA or BS) in business, business management, public administration, land surveying, paralegal studies, program management or related field and 4 years related experience, or equivalent combination of education experience.
