The rank of Sergeant with King County Sheriff’s Office is a commissioned position, classified as a first line supervisor of Deputies and civilian employees. Responsibilities include coordination, scheduling and administrative support of shift, section or unit activities; resource management; and response to field situations as an incident commander. Sergeants may also be assigned to serve in a leadership position within a contract city.
This is a Civil Service closed-promotional opportunity. This recruitment will establish an eligibility list for the rank of Sergeant through a competitive promotional examination process, in accordance with applicable collective bargaining agreements and King County Civil Service Rules.
BASIC REQUIREMENTS
Applicants must be a current KCSO employee with the following years of KCSO service as of the closing of the application period, July 4, 2022:- Four (4) years of service as a King County Deputy Sheriff, if hired as an Entry-level Deputy Sheriff.
- Three (3) years as a King County Deputy Sheriff and three (3) years as a patrol officer with a previous law enforcement agency if hired as a Lateral-Deputy Sheriff. Lateral

KEY DATES FOR THE EXAMINATION PROCESS
The following are a list of key dates to assist candidates in planning for this promotional examination process. Specific times, locations, and instructions will be shared following the closing of the application period.- Application Period: June 3 – July 4, 2022
- Deadline to submit application; no later than 11:59 PM, July 4, 2022
- Candidate Orientation: Thursday, July 14, 2022
- A recording of this event will be provided.
- Written Examination: Saturday, August 20, 2022
- Written Examination Make-up Session: Tuesday, August 23, 2022
- The make-up session has limited space and is available only for work-related schedule conflicts, or a medically verified illness.
- All requests for a make-up exam must be submitted in advance and approved by the Civil Service Administrator.
- Assessment Center Examination: Week of October 17, 2022
SELECTION PROCESS
There are two key steps in the process; a Written Examination and the Assessment Center Examination. These examinations are developed by the consulting firm, Ergometrics and KCSO Subject Matter Experts (SME).
Promotional examinations are designed to test the candidate's knowledge and skills related to the job functions of KCSO Sergeant in the areas of: supervision, leadership, deputy development and training, planning and organizing, implementing policies and procedures, coaching – counseling – mentoring – motivating and disciplining employees, community relations, problem solving, decision making and law enforcement operations relevant to King County and Washington State.- Candidates who meet the basic requirements will receive an invitation to attend the August 20th Written Examination.
- Candidates who successfully pass the Written Examination will advance to the Assessment Center, to be held the Week of October 17th, 2022.
- The Assessment Center schedule will be determined after the Written Examination.
- Candidates will receive an individual date/time to report to the Assessment Center
- No make-up examinations will be allowed for the Assessment Center.

GOM- Pay close attention to red and yellow coded sections, though non-highlighted sections may be referenced.
- Items covering the General Orders Manual will be taken from updates made effective by April 30, 2022. After the closing of the application period, qualified candidates will receive a static copy of the GOM titled KCSO GOM April 2022.

Typical duties commensurate with the KCSO Sergeant job classification may include:
- Supervise assigned personnel: Plan, organize and coordinate daily work activities; prepare work schedules and staffing plans. Assign, approve, monitor, and post overtime. Reallocate resources where necessary to ensure timely completion of work.
- Ensure assigned personnel are in compliance with policies, procedures, rules and regulations. Monitor work quality for adherence to standards. Identify training needs. Evaluate the performance of individuals and teams in achieving organizational goals. Conduct formal and informal counseling sessions to correct work deficiencies and develop work skills. Assist with career development and planning.
- Provide coordination and administrative support in supervision of shift, section or unit activities; make sure that individuals and teams have the resources needed to complete the job;
- Motivate assigned personnel and encourage creative approaches to problem solving. Provide technical instruction in the proper methods, techniques, and procedures of law enforcement operations for individuals and/or teams;
- Conduct formal and informal counseling sessions with individuals in order to correct work deficiencies and develop work skills;
- Meet with Deputies to solve law enforcement problems. Review and evaluate incoming reports to identify suspects, potential problem areas, patterns, or similarities, and to assign work to others. Respond to reports of possible crime and assure that appropriate actions are taken;
- Complete supervisory documentation.
- At the scene of an emergency incident or field situation, take command and direct/request resources;
- Conduct routine briefings of management and assigned personnel, including roll call briefings; Investigate alleged incidents of personnel misconduct, public complaints, and internal complaints;
- Respond to and investigate officer-involved accidents, shootings and other use of force incidents; Complete administrative and record keeping reports;
- Recommend personnel actions (i.e., commendations and/or discipline);
- Respond to crime scenes to supervise Deputies in protection of the scene, preservation of life, property and evidence;
- Assist assigned personnel with career development and planning; identify training needs of individuals and/or teams;

Deputies hired as an entry must have four (4) years of KCSO service. Lateral hires must have three years (3) with KCSO and three (3) years of patrol with previous agency. Successful candidates will have demonstrated the following abilities to:
- Make decisions and lead others under pressure, and respond to changing events while maintaining control; give appropriate emergency scene commands;
- Do what is right in a tough situation, rather than what is easy or expedient
- Instill trust and confidence in others;
- Exercise appropriate judgment; recognize actual and potential dangers and determine an appropriate course of action;
- Implement, evaluate and modify strategic/tactical plans during a critical incident;
- Function as a positive role model for assigned personnel; motivate individuals and teams to accomplish work objectives and goals;
- Effectively communicate verbally with assigned personnel, other Sergeants, management, and the public in all routine aspects of the job;
- Recognize performance problems and determine effective corrective training, developmental or disciplinary measures;
- Listen to others attentively and with comprehension;
- Recognize potential problems and head them off, rather than simply respond to problems as they occur;
- Effectively assign work activities and/or responsibilities to individuals and teams, including assignments during emergency incidents, long-term projects, and routine activities;
- Read, interpret and apply laws, ordinances, rules and regulations; use proper investigative techniques and procedures;
- Analyze data, numbers, and problems then formulate effective solutions or responses.
- Represent KCSO in a positive manner in a variety of forums; Ability and demeanor necessary to interact with others in a work environment in a tactful, productive and supportive manner;
- Maintain accurate written records and schedules of assigned personnel, resources and operations;
- Function as a liaison between assigned personnel and management;
- Evaluate the results of assigned work and responsibilities, and provide constructive feedback to assigned personnel;
- Review and edit the written work of assigned personnel, making sure that appropriate corrections are made, and feedback is provided; Clearly communicate in writing, without errors in grammar, spelling, punctuation or format;
- Plan and set priorities, and coordinate or schedule tasks or events in a logical manner so as to maximize staff and material resources, and meet goals and timelines;
- Effectively use administrative/office equipment to communicate, including computers, software, telephones, recording devices, radios, etc.

WORK SCHEDULE: Typical business work schedule are 40 hours per week. Additional hours and/or modified schedules may be necessary to respond to workload needs. This position is overtime eligible.
UNION MEMBERSHIP: Positions in this classification are represented by the King County Police Officers Guild.

PROMOTIONAL EXAMS: The King County Sergeant promotional hiring process is based solely upon merit, efficiency, and fitness; and is being conducted under the authority of the King County Civil Service Rules, and in accordance with RCW 41.14.080, as amended. COMMISSION REVIEW OF EXAMINATION RESULTS: In accordance with Civil Service Rules 8, Section 8.4.1, Commission Review of Examination Results: "Prior to certification from a new employment list, the overall test results must be accepted by the Commission. If the Commission rejects the results, it must state publicly its reasons for so doing. Notice of this discretionary power of the Commission will be clearly stated on all recruiting announcements."
CIVIL SERVICE ELIGIBILITY LIST: Candidates who successfully pass both the required Written Examination and Assessment Center will be placed on the 2022 Sergeant Promotion [2022CBM16251] eligibility list, in rank score order in accordance with all applicable provisions of the King County Civil Service Rules.
