911 Government Relations & Outreach Manager
- Summary
King County Department of Information Technology is looking for a skilled, knowledgeable, highly motivated, and enthusiastic team player to collaboratively lead the government relations and outreach efforts for the E-911 Program Office. The Government Relations and Outreach Manager is a key member of the E-911 management team and is primarily responsible for building, engaging, promoting and maintaining healthy and positive relationships with our PSAP, legislative, state and local government, and other external partners.
The role serves as a key link between the Program Office and the community as a whole. The person must deftly move between various organizations, communicating issues and positions all the while listening carefully and quickly synthesizing information to provide to the team and senior management.

TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team. Work Schedule
The normal workweek for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered. This position is not eligible for overtime pay.

- Manage public education budget, State 911 contract, language services contracts and PSAP usage.
- Create the Program Office annual report to King County Council.
- Coordinate media engagement on 911 issues with KC media team.
- Actively participate in daily activities of the Program Office and Regional Services’ management teams.
- Lead, and manage the Outreach and Training team, including internal, external, local, and state teams and committees.
- Participate in in outreach and engagement activities.
- Produce the quarterly 911 newsletter.
- Engage, monitor, and participate in state, local and national legislative issues impacting 9-1-1 (King County legislation, WA State legislation, Federal legislation, King County regional committees and boards, APCO/NENA/PGAC legislative activities).
- Serve as the King County State 911 Coordinator.
- Participate as an active member of the State 9-1-1 Advisory Committee and other subcommittees as required.
- Build and maintain strong relationships with other county 911 coordinators and the State 911 office teams.

- Experience, Qualifications, Knowledge, Skills
- At least 7 years PSAP, County Program Office or State 911 Office experience
- At least 5 years of leadership, supervisory or management experience
- Must have clear understanding of PSAP operations and administration, 911 issues and initiatives from local, state, and federal perspective.
- Politically sensitive, transparent, honest, gentle, articulate
- Strong mediation and facilitation skills
- Strong verbal and writing skills
- Experienced with strategic planning and objectives development
- Experienced with public disclosure and records retention rules
- Must have strong social intelligence, great capacity to inspire and motivate others, adept and skillful in social settings, charisma, engaging personality
- Knowledge and experience of federal grant management
