Summary
The Opportunity:
PSERN Accountant
This position is responsible for performing journey level accounting work in various financial processes and activities for the PSERN Operator, including accounts payable, accounts receivable, cash receipting, fund accounting, and preparing financial data and reports in accordance with Washington State policies and Generally Accepted Accounting Principles (GAAP).
The incumbent must be fully proficient in accounts payable, accounts receivable, payroll and cash receipting and have experience performing a variety of accounting functions including maintaining ledgers, reviewing initial entries, providing information for the budgeting process, preparing year-end accruals, and interacting with customers and vendors to resolve complaints and concerns.
PSERN OPERATOR
The Puget Sound Emergency Radio Network (PSERN) Project is a voter-approved, tax-funded initiative to replace the existing King County Emergency Radio Communications System (KCERCS). PSERN will primarily serve fire services, law enforcement agencies, 911 centers and other emergency response and public service agencies throughout the King County area. King County is leading the development of the new emergency radio system and when complete, ownership and responsibility will be transferred to a new, non-profit entity, the PSERN Operator (Operator).
PSERN Operator is a separate organization from King County and is in the formation stages. Because of this, King County is providing employment temporarily until such time as employees can transition over to employment with the Operator. More information on PSERN can be found at www.psern.org .

Work Schedule
The normal workweek for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered. This position is eligible for overtime pay and this position is non-represented. This position will work from 19717 62nd Avenue S, Suite E-102, Kent, WA 98032.

Job Duties
- Prepare and process accounts payable, accounts receivable and payroll.
- Gather transaction information and coordinate system inputs, reconcile to general ledger, prepare corrections if necessary and prepare work papers that support financial information and final report conclusions.
- Post monthly, quarterly, and yearly accruals.
- Calculate depreciation for all capital assets.
- Review and update the detailed schedule of capital assets and accumulated depreciation.
- Conduct analyses related to capital assets as requested by management.
- Prepare recurring general ledger journal entries regarding depreciation.
- Monitor department budgets and expenditures, prepare budget reports and work with management to ensure expenditures are encumbered correctly.
- Prepare estimates and projections for management.
- Enter purchase orders into accounts payable system; run necessary reports and reconcile purchase orders.
- Contribute to development and process improvements of internal accounting control policies, procedures and practices.
- Coordinate financial audits, acting as agency liaison with Washington State Auditor. Analyze, review, and prepare federal, state, and local tax reports.
- Ensure tax and payroll related regulatory compliance.
- Assist with fiscal year end closing.
- Assist in preparation of the PSERN Operator annual budget.
- Process travel advances and employee reimbursements.
- Respond to and resolve customer service inquires that require a high degree of sensitivity, tact, and expertise in assigned area.
- Bachelor's Degree in Accounting (or a combination of education and/or training and/or experience which provides an equivalent background.)
- Two (2) years of experience working with accounts payable and accounts receivable
- Two (2) years of experience working with depreciation calculations, amortization schedules and associated journal entries preferred
- Knowledge of Generally Accepted Accounting Principles (GAAP).
- Intermediate level Microsoft Excel skills.
- Demonstrated problem solving ability; can assess critical information needs, develop inquiries, and ask questions to obtain the key elements needed to resolve an issue.
- Demonstrated ability to estimate timelines and resources to accomplish a task.
- Ability to self-motivate and work unsupervised with minimal supervision.
- Strong interpersonal and communication skills (both written and verbal).
- Results oriented, able to handle multiple priorities, and produce accurate, high quality and thorough work.
- Skill in utilizing computerized, manual, and automated financial management systems.
- Skill in communicating effectively both orally and in writing.
