The Treasury Section of the Finance and Business Operations Division is seeking a fast-paced, multi-tasking Administrative Specialist III who will focus primarily on administering Treasury's tax foreclosure duties. Our Treasury Section collects, distributes, and invests property taxes and other public revenues, as well as manages long term debt payments, for King County and other taxing districts. The Treasury Operations Section is one of 5 sections under FBOD. Treasury administers the main revenue streams of local government collecting more than $6 billion in property taxes and other fees, distributing those collections to more than 170 taxing entities. The section also manages a greater than $7 billion investment portfolio for 100 special purpose districts, including water, sewer, fire, and school districts and administers more than $9 billion in outstanding debt obligations for those same districts. Primary Responsibilities: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill or ability in the following areas:- Effectively communicate details related to property tax accounts and taxpayer issues; apply exceptional customer service skills and expertly apply job responsibilities while respecting the challenges and circumstances faced by taxpayers.
- Read, interpret, and identify discrepancies associated with Title Reports, legal descriptions of property and various documents associated with foreclosures; draft letters and email communications; prepare legal documents, statements, and notifications; organize, prepare, and maintain records and reports.
- Working under the direction of the Foreclosure Lead, administer property tax foreclosure, billing and collection; work closely and collaboratively with team members.
- Understand and apply Washington State statutes pertaining to property tax foreclosure and property tax billing and collection; follow County procedures and policies; work with State, local and legal authorities to reconcile tax account issues.
- Utilize various systems and tools to effectively administer tax accounts; prepare and utilize spreadsheets to track information.
- Research, resolve and respond to customer issues including payment, billing and collection discrepancies; work with internal and external stakeholders in reconciling property tax accounts.
- Utilize Lean tools and principles, apply process improvement techniques and embrace a lean culture focused on better run government; learn systems and processes and make recommendations to improve business productivity and performance; cross train with others as needed; participate in the development of administrative policies and procedures; perform other duties as assigned.
- Professional experience interpreting title reports; Strong familiarity of mortgage or tax foreclosure
- A demonstrated knowledge of statutes pertaining to property tax billing, collection, and foreclosure
- Experience providing excellent customer service including troubleshooting and resolving issues
- Administrative experience that includes drafting letters and email communications; preparing legal documents, statements, and notifications; organizing, preparing, and maintaining records and reports.
- A demonstrated team-oriented work ethic which contributes to positive team morale and completion of tasks
- Demonstrated attention to detail and accuracy, time management and organizational skills; ability to organize multiple tasks, and effectively handle customer concerns and needs that may have competing priorities
- Intermediate level of technology proficiency using MS Office Productivity tools in your daily work
- Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products
- Ability to uphold our Division’s values
- Ability to work in a remote work environment
- Experience working in government billing and collection
- Experience with SharePoint
- Experience with One Note
- Experience with Microsoft Teams

If the TLT position is filled by a King County employee who has passed their initial King County probation, it will be as a Special Duty Assignment.
Other Position Information:
This position is non-exempt from the provisions of the Fair Labor Standards Act and is therefore overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 35-hour workweek; normally 8:30 a.m. – 4:30 p.m., Monday through Friday. This position is represented by the Teamsters Local 117 - Administrative.
The work associated with this position will mostly be performed remotely. Employees must reside in WA state and within a reasonable distance to their King County work site to respond to workplace reporting requirements. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (requests for support may be considered) where they can reliably perform work and remain available and responsive during scheduled work hours.
