The Communications Team in the Administrative Services Division of Public Health-Seattle & King County is seeking diverse applicants who are representative of our King County population to apply for the position of Administrative Specialist IV. The Communications Team strives for and values culturally competent service delivery, and innovative, effective and efficient application of resources.
This TLT or Special Duty Assignment Administrative Specialist IV (AS IV) position supports the Communications Team and other key functions in the Office of the Director, including Policy, Legislative Affairs and Board of Health in our duties, including the COVID (coronavirus) response. This individual will work in a fast-paced environment, leading and managing complex administrative projects that involve multiple tasks and partners. This position solves administrative process problems and issues, occasionally around sensitive topics or problems.
The role supervises at least one other administrative specialist, including assigning tasks, providing direction and monitoring the quality of work, as well as managing workload and appraising performance among other supervisory tasks.
This position will oversee the proper maintenance, archiving, release and destruction of records, make purchases, perform budget monitoring and track the Team’s invoices and expenditures. While a public health background is not essential, our work is scientific in nature and an ability to work with the subject matter, including editing materials, is important. The position will take notes at team meetings and may be required to make presentations. The person may be required to manage calendars for supervisory staff and perform other duties as assigned.
The work performed in this position is anticipated to last through December 31, 2023, with the possibility of extension.

- Supervise at least one other administrative specialist. In collaboration with unit leadership, oversee the administrative functioning of the Communications Team. Identify and solve workload and scheduling problems, provide assistance to staff with difficult assignments. Lead employee other administrative staff performance assessment and approve leaves.
- Train communications team staff on the use of common equipment and systems such as SharePoint, network access, and Teams. Develop and maintain SharePoint and Teams sites to fit team needs; train and coach team members for proper use of the sites. Operate, maintain and track inventory of complex electronic and audio/visual equipment. According to county policy, control and/or oversee the maintenance, archiving, release and deletion of records and files. Coordinate around public disclosure requests.
- Procure goods and services; manage competitive bid processes and maintain vendor agreements; review and approve invoices; establish and maintain record keeping systems; coordinate complex mailings and ensure proper delivery; and other administrative support as assigned.
- Provide timely and useful information to internal and external customers by e-mail and phone about Communications Team programs and services, procedures, and policies. Monitor and respond to inbox inquiries, some of which may be sensitive in nature.
- Compose, solicit, edit, proofread, design and format documents and publications, including materials in other languages.
- Assist in preparing and monitoring budgets.
- Report to Public Health or other locations as assigned for response duties during emergencies and disasters.
- Experience, Qualifications, Knowledge, Skills
- Adept at working as a member of a team and will be a strong problem solver, comfortable making decisions within the scope of the role.
- A skilled communicator and supervisor, with proficiency for supervising other administrative staff- coaching and/or mentoring.
- Highly proficient in the use of Microsoft products including Word, Excel, Outlook, Publisher, PowerPoint, Teams and SharePoint.
- Able to train professional staff on basic Microsoft programs like Teams and SharePoint. Skilled in planning large gatherings such as trainings and ongoing activities of multidisciplinary work groups, including managing logistics and on-site technical support. Able to research and recommend new administrative procedures, policies and protocols to assure effective team processes.
- Skilled in managing complex projects in a governmental or similar setting that involve working with multi-disciplinary teams.
- Proficient in planning and organizing a large volume of administrative tasks and able to establish work priorities; be adaptable to rapid change; and work effectively under tight timelines and with high profile projects.
- Skilled in monitoring budgets and tracking expenditures.
- Skilled in customer service including providing public audiences with clear, timely and helpful responses to information requests in person, by phone and in writing.
Desired Qualifications:- Skilled in SharePoint and Teams for telecommunications; Oracle for procurement and budget monitoring; InDesign and Photoshop for newsletters, graphic design, and image editing. Facility with GovDelivery.
- Experience or interest in public health and/or business operations.
- Experience with Lean management principles/six sigma principles.

Work location: This position is currently 100% remote, which may change. The applicant must live in Western Washington and have the ability to report daily to downtown Seattle. Whether working remotely or in person, the successful applicant should be comfortable spending significant hours online at meetings and on the phone every day.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Work schedule: The normal work schedule for this position is Monday through Friday, 8:00 am to 5:00 pm- 40 hours per week. This position is subject to the Fair Labor Standards Act and is overtime eligible.
