Administrative Staff Assistant (Human Resources)
- Summary
The Human Resources Unit of the Water and Land Resources Division (WLRD) seeks interested applicants for a Term-Limited Temporary (TLT) or Special Duty Assignment (SDA) as an Administrative Staff Assistant. This role will be instrumental in helping WLRD HR improve and streamline processes and procedures that support a positive work environment for our employees. In this position, the Administrative Staff Assistant will work closely with the HR Manager and team on a variety of projects and HR initiatives. This position provides technical expertise, coordination, analytical advice and support in maintaining human resource-related databases, archival records management (Laserfiche) and administration functions supporting the coordination of HR led meetings, recruitments, and program administration. This work is performed on an independent basis within established guidelines and procedures. The ideal candidate will thrive in a fast-paced environment, possess excellent customer service and communication skills, and work well independently and as part of our HR team.
Who is Eligible: This position is open internally to all King County employees.
If the successful applicant is a King County career service employee, this position will be offered as a Special Duty Assignment. Employees must have their current supervisor's approval to accept a Special Duty Assignment.
Duration: This duration of this position is anticipated to last 9 to 12 months.
Telecommuting Requirement:
The work associated with this position will be performed by teleworking with some onsite work and meetings. The frequency of onsite work will be informed by business needs. Employees will have access to shared workspaces as needed at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location: Predominately teleworking and work onsite as needed at King Street Center 201 S. Jackson St., Suite 5600, Seattle WA 98104.
Work Schedule: This position is covered under the provisions of the Fair Labor Standards Act and is overtime eligible. This full-time position also works a 40-hour work week, Monday through Friday. The person in this assignment may be required to work extended and/or flexible hours to respond to service needs.- Job Duties
- Plan, coordinate and implement specialized human resources assignments.
- Improve data tracking and delivery of recruitment information. Prepare graphs, charts, reports and maintain recruitment databases.
- Participate in planning and organizing meetings, workshops, and other related training.
- Support the development of plans for long-range strategies, organizational goals, objectives, and initiatives.
- Assist with onboarding and offboarding of employees, and provide administrative support for recruitments, as needed.
- Assist with implementation and administration of the collective bargaining agreements.
- Provide excellent customer service; conduct research and analysis; respond to inquiries and provide timely information to employees and management.
- Support the management of recruitment records collected through NEOGOV and other software programs in compliance with records retention procedures. Create files in Laserfiche to support the personnel records filing system project.
- Maintain confidentiality in working with sensitive personnel information.
- Create and implement human-resource focused information guides and/or streamlined information systems that help inform employees on required policies and procedures and available resources.
- Manage internal MS Teams sites. Create and manage MS Teams folders, content, and permissions as needed. Work with HR Manager and analysts to proactively identify needs and revisions.

- Three (3) years of increasingly responsible administrative experience OR an equivalent combination of education and experience which provides the applicant with the specific skills, knowledge, and ability to perform the work.
- High level of computer proficiency with Microsoft Office Suite, SharePoint, as well as Adobe products. Must be proficient with internet and intranet usage and management of electronic documents.
- Proficiency with facilitating Microsoft Teams and Zoom video meetings that include collaboration tools of breakout rooms, whiteboards, etc. Ability to investigate, learn, and facilitate other remote collaboration tools where appropriate.
- Skilled in project research including but not limited to web research, data collection and analysis, and spreadsheet management.
- Experience working with confidential records and/or archives.
- Demonstrated ability to interpret, apply, and implement policies and procedures.
- Ability to work effectively with a diverse group of individuals and to present information in a tactful and diplomatic manner.
- Ability to compile and analyze human resources data and trends to include turnover, hiring, retention, and other statistics.
- Ability to effectively problem-solve and apply good judgment and initiative.
- Demonstrated ability to self-direct workload by organizing multiple competing priorities and producing quality detailed work within tight time frames. Ability to maintain composure and professionalism during stressful times.
- Knowledge of office management techniques and principles.
- Knowledge in accessing multiple databases and data sources to uncover trends and find root causes.
- Experience developing presentations, information decks, briefings, and meeting facilitation.
- Experience using PeopleSoft, NeoGov, Laserfiche, or similar systems.
