King County Records & Licensing Services (RALS) is searching for an experienced and innovative Administrator II who will lead the Division’s data utilization for business decisions, technology innovation and division communications.  

The Administrator II serves a member of the RALS Director’s Office team and will assess and develop the strategy for the RALS data management and communications. This position will leverage technology applications and tools for business efficiencies, in a division that has a hybrid in-office and telework environment, ensuring employees have access to information.

This role requires a self-starter with strong business modeling skills, a keen attention to detail, ability to work in a fast-paced environment, and solid skills in data mining and business intelligence.
 
ABOUT RECORDS & LICENSING SERIVICES (RALS)
RALS is recognized as a leader in service excellence and is building an enduring legacy of continuous improvement and employee engagement throughout our organization and services to public such as:

  • Recording and making accessible real property and other documents for members of the public, businesses, and other governmental agencies;
  • Collecting and dispersing real estate excise tax payments on the conveyance of real property in King County;
  • Providing licensing and information services and promoting public safety by administering and enforcing licensing and taxi regulations;
  • Providing internal mail services and physical and electronic records management services to all county agencies;
  • Providing animal care and control services for the protection of property, human health and safety; and promoting responsible pet ownership and animal welfare through education and licensing programs through public and private sector partnerships.
The Records and Licensing Services operates within a statutory framework that is prescribed by state law and county code. Many of the services administered by the RALS are mandated by state law, and are provided within King County on a regional basis across jurisdictional boundaries. RALS also provides certain local services to unincorporated King County and by contract with many local municipalities throughout King County. In addition, RALS is responsible for providing internal services that are necessary for purposes of business efficiency and/or meeting various legal responsibilities.  Key Deliverables and Expectations
  • Lead and manage projects using Lean principles including development of project proposals, data analysis, implementation, provide status reports to stakeholders, and report out on outcomes.
  • Represent the division in IT and technology teams and discussions across the divisions and/or inter-departmental work groups; assess, research, and learn emerging technology to adapt to division business needs.
  • Develop and maintain online Tier Board metrics through stakeholder engagement and data analysis. Develop strategies for data and visual management.
  • Continue to develop and maintain the RALS SharePoint communication site and websites, managing Director’s Office communications.
  • Point of contact for new SharePoint or Teams site development and provide technical, support, training and instruction to section managers, supervisors and employees.
  • Provide backup support for payroll processing.
THE IDEAL CANDIDATE WILL: 
  • Have a strong background and knowledge of Office 365 tools such as creation of SharePoint and Teams sites, including page development, and the use of applications such as Excel, Power BI, etc.
  • Be knowledgeable about how large organizations work, including how to get things done through formal and informal channels.
  • Demonstrated ability to develop metrics and use innovative visual tools to display division data for use in business decisions, applying quantitative and qualitative analysis to evaluate data.
  • Be flexible and adapt as required, while working in a multi-faceted and sometimes ambiguous environment.
  • Be customer-focused and culturally aware. Embrace and lead equity and social justice initiatives.
  • Possess strong ability to navigate through potentially conflicting stakeholder perspectives.
  • Demonstrated ability to maintain confidentiality.
  • Be an excellent communicator to a wide variety of audiences.
