Administrator II - Tuberculosis Program (TB) Program
- Summary
This Career Service (CS) position serve as the Operations Manager for the TB Program by working with the Disease Control Officer and Program Manager on the day-to-day administrative services and financial functions of the TB Program.
The Tuberculosis Program (TB) at Public Health – Seattle & King County is seeking an Administrator II to support the Community TB Prevention Unit and join a multifaceted team to make a difference in the community by helping to treat and eliminate TB. The TB Program works in conjunction with other local health jurisdictions in Washington state to ensure our underserved population has access to treatment and works to remove barriers for individuals with TB or LTBI to receive care.

- Assist the Disease Control Officer, Program Manager, and Nurse Manager to implement County, Department, and Division personnel policies, procedures, and practices within the TB Program.
- Under limited supervision, independently prioritize and provide office and administration coordination services for the TB Program.
- Coordinate facility and equipment repair/maintenance issues with Harborview Medical Center, King County Construction & Facility Management, and outside vendors.
- Ensure the development, maintenance, and adherence to record retention schedules for program medical records. Assist the Nurse Manager in the maintenance and improvement of Electronic Health Records.
- Ensure adequate supplies and services are available to guarantee operational readiness of both clinical and programmatic functions.
- Ensure the development of procedures, protocols, standards of care and processes are in accordance with established program, agency, and County requirements.
- Plan and adapt office management processes, procedures, and methods for activities such as records management, document development, document management, reporting, invoice processing, inventory, and travel and training plans. Interpret and apply existing King County policies, procedures, and codes where relevant.
- Coordinate the procedures to ensure patient generated revenue including insurance/third party billing.
- Perform financial analysis, management and forecasting for expenditures and revenues at the program level.
- Ensure program expenditures are allowable under funding guidelines and request modifications as needed.
- Develop budgets for grant proposals, projects, and programs
- Ensure cash management and cash handling is within the scope of financial policies and procedures established by Public Health, King County and state, federal and private funders.
- Ensure timely and accurate invoicing to funders.
- Ensure the investigation and problem solving of invoices that are not paid in a timely manner.
- Maintain financial integrity of program
- Develop and manage program contracts including Scope of Work and Budgets
- Supervise the Administrative Support Section (4FTE) including development of position descriptions; hiring; personnel related activities; performance appraisals and work plans
- Ensure Administrative Support Section Staff receives adequate training and guidance to meet the expectations of their position

Required Qualifications
- Two (2) years of experience in an administrative role
- Demonstrated supervisory experience
- Adept at working as a member of a team and will be a strong problem solver, comfortable making decisions within the scope of the role.
- Proficient in planning and organizing a large volume of administrative tasks and able to establish work priorities; be adaptable to rapid change; and work effectively under tight timelines and with high profile projects.
- Skilled in customer service internal and external including providing public audiences with clear, timely and helpful responses to information requests in person, by phone and in writing.
- Demonstrated ability to manage time and multiple priorities effectively, flexing activities with business needs while managing time and completing projects within designated timeframes and deadlines
- Demonstrated experience of budget development and analysis
- Knowledge of financial principles and practices
- Demonstrated experience with Microsoft Office Suite
- Knowledge of statistics
- Communicate effectively in oral and written communication

Work Schedule:
This position is is non-exempt from the provisions of the Fair Labor Standards Act and is eligible for overtime. Typical hours are Monday - Friday 8am-5pm.
Work Location: Harborview Medical Center, 325 9th Ave Seattle, WA 98104. The work associated with this position will be performed through teleworking with reporting to office location, and in person meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
