Summary

The Business Management and Support Services Section in Transit Facilities Division is searching for a self-motivated individual with good judgment, an eye for accuracy, and professional integrity to provide complex and critical administrative support.
This Administrator III SDA position offers fantastic benefits, values-driven work environment and a hybrid work schedule. Ideal candidates will demonstrate strong skills in managing multiple administrative projects and programs simultaneously, provide backup support in highly specialized areas of finance and budgeting, interpret reports and trends to make data-driven recommendations. They will also have skill and experience in building strong, productive working relationships with all types of internal or external customers, and the ability to continuously improve the efficiency and accuracy of business and administrative processes.
We are hiring one (1) Special Duty Assignment that is expected to last 12 months or may be extended. To be eligible for a special duty assignment, you must be a current King County Career Service employee and have passed your initial probationary period. Work Schedule

Temporary Telecommuting Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance of their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.

Job Duties

- Perform complex and critical administrative support for the managers and other professional staff.
- Be the delegated authority to independently handle many daily administrative support duties for and on behalf of the managers.
- Serve as liaison between the manager and internal and external groups or individuals.
- Conduct statistical and/or analytical analysis and modeling for assigned research projects.
- Participate in budget development and preparation, analyze, and monitor expenses, authorize expenditures, and make recommendations on spending plan.
- Assist Admin IV to: Manage, review and report budgeted expenditures and revenues and perform budget maintenance activities such as forecasting, cost projections, cost summaries and cash flow analysis.
- Make recommendations on cost efficiency and support service improvement methods.
- Serve as the travel policy lead, including making reservations and reviewing travel packets to assure they comply with Department standards.
- Prep, attend and take minutes for the TFD LMRC meetings. (IBEW 77 and L587), grievance meetings and investigations.
- Maintain organized, accurate, and accessible records and filing systems, including complex records, correspondence, and related documents. Filing systems include digital and physical documents.
- Serve as the division's timekeeper for the Manager's office.
- Develop assessment and evaluation methods to analyze trends in business and administrative services being provided.
- Evaluate industry/technology trends and make recommendations on business and administrative policies and procedures to improve customer service and work production; participate in solving issues and concerns and research issues for new policies.
- May prepare presentation materials and publications for internal and external use, make presentations, and participate in strategic and policy planning efforts.
- Act as a technical resource to internal and external staff on business and administrative services. Monitor and make sure the division complies with business and administrative policies and procedures.
- Coordinate and represent the section, division, or department in multi-agency (internal and external) committees or task forces.
- Identify areas for process improvement and implement changes to improve quality and promote efficiency.
- Maintain confidentiality while earning trust and respect of co-workers through honesty, integrity, and professionalism in all interactions.
- Perform other duties as assigned.
We are looking for candidates who possess these minimum qualifications:
- Three (3) years of increasingly responsible experience in a range of business and advanced administrative functions that pertain to this position.
- Demonstrated skill in project or program management, and the ability to apply principles and practices related to data collection, analysis, and program management into administrative duties.
- Advanced knowledge of public sector budgeting, finance, managerial and financial accounting.
- Advanced knowledge of financial information systems.
- Demonstrated ability to document, prepare and communicate program information to key staff.
- Professional, courteous, and tactful customer service skills that demonstrate discretion, patience, and the ability to follow through on commitments.
- The proven ability to be a productive and collaborative team member who values the diversity of opinions, perspectives, backgrounds, experiences, and cultures.
- Strong interpersonal skills to be able to foster effective working relationships built on trust and respect with an increasingly diverse team and external partners.
- Demonstrated ability to be detail-oriented, organized, and show initiative and resourcefulness in independently resolving problems and ensuring a quality work product.
- Excellent written and verbal communication skills are required, including negotiation and facilitation skills.
- Skill in maintaining strict confidentiality in the handling of sensitive data and information involving matters internal to TFD and Metro.
- Data analysis skills that support their ability to make data-driven decisions, identify trends, and track program effectiveness.
- Demonstrated strong attention to detail. Proven ability to multi-task and remain organized in a fast-paced environment with multiple deadlines and changing priorities.
- Time management skills that demonstrate the ability to manage competing priorities, multiple projects, and daily responsibilities in an effective and efficient manner.
- Intermediate level proficiency with software and tools generally used by business and administrative staff, including Office products such as Outlook, Word, Excel, Teams, and SharePoint.
- A positive, collaborative, flexible disposition; equally adept at working independently or as part of a team.
- Experience in reconciliation among various operating systems and the ability to explain and resolve variances.
- Experience with Enterprise Assets Management or similar work order asset management system.
- Experience in implementing, initiating, and managing projects/programs.
- Skill in translating technical information to non-technical audiences.
- Knowledge of Lean/Continuous Improvement principles.
