Advanced Services Management Program Director (Strategic Planning Manager I)

**This position is open to King County Metro Employees Only**Metro has a unique opportunity to move work forward with the Advanced Service Management (ASM) strategic initiative. We are hiring a Special Duty Assignment (SDA) Advanced Services Management Program Director (Strategic Planning Manager I). Our ideal candidate is a dedicated people and program leader with experience leading, managing, and directing teams to successfully achieve agency-wide business goals.
ASM is a cornerstone of Metro’s Service Modernization Initiative. Metro’s Service Modernization Initiative, as articulated in our business plan and budget, seeks to modernize how we manage our most frequent routes to deliver more reliable and efficient service to our customers. The ASM program will:
- Implement a pilot to improve service quality (frequency and reliability) of Metro bus service
- Modernize our technology systems to facilitate more advanced operational processes.
- Invest in expanded and updated facilities, including our Transit Control Center, and pilot technology to seamlessly support operations.
- Mitigate operators’ stress by:
- Changing how we operate to reduce on time performance pressure;
- Providing consistent and guaranteed breaks;
- Introducing new break area/comfort station options.
This SDA is being offered to provide growth and career development to Metro career service employees that have passed their initial King County probation period.- Job Duties

In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As the ASM Program Directoryou will:
Lead the implementation of Metro’s headway management pilot in collaboration with Bus Operations, Mobility, Finance and Administration, Metro and King County leadership. Lead development of recommendation on how to Pilot should be expanded based on outcomes of Pilot.
Manage Metro’s Advanced Service Management program across the department and ensure activities undertaken by this program are managed responsibly and comply with all relevant laws, regulations, and county policies.
Deliver project as scoped by managing timelines, deliverables, and assessment criteria. Report on project status, budget, schedules, and other issues.
Develop strategies to improve operational efficiency and/or performance, overseeing the development of service plans, and operational processes to ensure program is aligned with ASM program objectives and values.
Establish partnerships across Bus Operations, Mobility, Capital, Facilities, and Finance and Administration, and the General Manager’s Office for effective program execution.
Lead organizational change through management of stakeholders and effective communication.
Serve as a leader and Subject Matter Expert for headway management and fall back operations industry best practices
Direct and/or supervise the work of multiple professional staff across the project management team and operational teams.
Integrate the program into other department initiatives that have similar objectives; breaking down siloes across divisions and coordinating with SMM, Business Transformation, and bus electrification initiatives.
Determine financial and performance indicators and use evaluation findings to redirect the program. Monitor the financial status of the program or projects
Lead the organizational design of ASM and inform the CIP process for activities that are critical to scaling the program should Metro decides to scale ASM post pilot.
Promote equity through program development and by fostering an equitable, diverse, and inclusive work environment.
Skill in effectively communicating orally and in writing, including making formal presentations to groups and committees, and influencing decision makers in a political environment.
Demonstrated ability to work collaboratively and successfully with a diverse group of individuals from a variety of different positions and backgrounds.

- Experience, Qualifications, Knowledge, Skills
- 5 years of demonstrated experience in complex program management and the ability to continuously stay up to date with techniques and principles.
- Demonstrated ability to lead a cross-functional and matrixed team to implement an agency-wide initiative
- Ability to influence and lead teams to champion new concepts and ideas.
- Knowledgeable about how public sector organizations operate, including budgeting, strategic planning principles and practices.
- Experience with performance measurement to monitor and inform adjustments to operational processes
- Skilled in assessing and managing risks and making timely and quality decisions.
- Skilled in analytical and critical thinking, with strategic agility around sensitive issues and an ability to foster creativity and encourage problem-solving.
- Demonstrate transparency and build trust, courageously and consistently acting upon a strong set of core values that are aligned with King County Metro Transit's values.
- Knowledge and skill in managing multi-phase, high risk, high visibility programs.
- Demonstrated experience leading change management.
- Facilitation and negotiation skills.
- Advanced use of Microsoft Office, including Excel, Word, Visio, and Outlook.
- Knowledge of King County Government
- Knowledge or first hand transit operations and scheduling
- Metro Transit work experience

Work Schedule
The work week is 40 hours, Monday through Friday. This position is not subject to the provisions of the Fair Labor Standards Act, and therefore is not eligible for overtime pay if scheduled.

Teleworking Requirement
The work associated with this position will be performed predominantly in a hybrid work environment working in the office and at home. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
