The King County Department of Adult and Juvenile Detention's Juvenile Division is seeking a highly motivated professional to join our team as the Alternatives to Secure Detention Supervisor (Project/Program Manager III). The individual selected for this position will be responsible for the administrative and operational functions of Alternative to Secure Detention (ASD) programs. This entails the supervision of staff, oversight of the surveillance of ASD clients to ensure standards are upheld and requirements met, act as liaison to court officials as well as ASD representative at community stakeholder meetings.

The Juvenile Division is responsible for the care and custody of youth who are detained in the Juvenile Detention Facility and also operates King County's Alternatives to Secure Detention programs. The Juvenile Division is committed to a philosophy of balanced and restorative justice, moving from a system that criminalizes vulnerable youth to one that supports them in leading safe, productive lives. Our focus is on ensuring that there are alternatives to secure detention and community based services for eligible youth. While King County has significantly reduced the number of youth detained in our facility and continues to develop alternative programs to further reduce the reliance on detention, youth who are detained in our secure detention facility are managed in a manner consistent with national best practices in juvenile justice. - Job Duties
The job description is an overview and is intended to describe the general nature and level of work being performed. It is not to be an exhaustive list of all the functions and tasks required of this position.
- Manage the daily operations of Alternatives to Secure Detention (ASD) and Placement programs which may require after hours consultations, via phone and in-person, regarding actions necessary in response to technical concerns or violations of program conditions for youth assigned to the program. Management of daily operations includes the supervision, training and scheduling of staff to ensure adequate coverage; regular interaction with County departments, law enforcement agencies, youth and their families; conduct quality checks on
the monitoring of ASD clients; monitor staff compliance in the surveillance of ASD clients to ensure standards are upheld, and review case files following the release of clients from ASD programs. - Serve as an ASD liaison to court officials and community providers/stakeholders. This includes regular interaction with judges and other court officials; orientations of judges and community providers to ASD programs and policies; represent the Department at meetings with outside agencies, attorneys and departments; keep judges and legal departments apprised of program needs and/or changes; attend court hearings as necessary; and serve as a liaison to court operations to assist in the development of new policies/procedures and court orders.
- Ongoing collaboration with Division leadership and stakeholders on the development and implementation of ASD programs.
- Prepare written reports, summaries and correspondence to effectively communicate and advance the Department/Division objectives.
- Ensure operational and administrative policies and procedures are properly implemented and followed.
- Supervise and collaborate with Community Corrections Placement Specialists to remove barriers for youth placement into ASD programs.
- Provide technical assistance to Detention and ASD staff in the interpretation of court orders as well as serve as liaison between the Department and the court to resolve issues.
- Ensure the proper training of staff on the interpretation and elements of the Detention Risk Assessment Instrument (DRAI).
- Oversee EHM inventory of extra equipment and supplies; assuring an adequate inventory of operational tracking devices and associated equipment.
- Review and verify that invoices for services rendered accuracy reflect costs incurred by the County related to authorized ASD operations.
- Ensure ASD fleet of vehicles are maintained in safe and operational condition by routine inspection and compliance w/service schedule.
- Advance ASD unit in an ever-changing COVID-19 environment while promoting partnerships with the families and community providers.
- Perform other duties as assigned and within the scope and area of assignment.

- Experience, Qualifications, Knowledge, Skills
- Five (5) years of full-time experience working in the detention environment with knowledge of alternatives to secure detention programs. This experience should be supplemented by supervisory and/or lead experience. Supervisory and/or experience should include components of training, coordination, scheduling, and evaluation of staff.
- The ability to work well and productively with a wide variety of individuals at various levels of responsibility.
- The ability to foresee problems and be proactive in dealing with anticipated challenges.
- The ability to effectively articulate complex concepts or problems to a wide audience and inspire a diverse workforce into finding solutions.

WORK SCHEDULE: The normal work schedule for this assignment is Monday through Friday, 0800 – 1700. Please note that operational needs may require work beyond the days and hours listed. This position is Exempt and not overtime eligible.

SPECIAL REQUIREMENTS: The individual selected for this position will be required to complete a thorough background investigation process, including fingerprinting, criminal history check, lie detection evaluation and reference checks. TELECOMMUTING: More than half of the work for this position will be performed onsite but there may be opportunities for telecommuting, depending on operational need.
