Job Duties
Due to a current unplanned temporary vacancy, the Department of Assessments (DOA) is seeking to backfill this position with a dynamic Applications Developer - Journey TLT, SD who understands the importance and value of functional development of IT solutions based upon property tax exemptions and administration and Dynamics 365 knowledge and experience with translating that knowledge into technically sound applications and documentation and training for our staff. In addition, you will need to leverage your applications development knowledge to support our new Property Tax Administration System (PTAS), as well as leverage your knowledge of legacy-based system to ensure continuity of data and analysis.
The specific responsibilities of the position include a variety of production and development tasks such as supporting and enhancing existing department software applications including Dynamics 365, documenting functional accounting and treasury technology solutions, customizing vendor and in-house developed packages and other applications, supporting and training users/clients, troubleshooting user applications and interfaces, systems integration and resolving user acceptance problems.
This position serves a vital role in meeting our mission of setting fair and equitable property values, the primary service we provide to taxpayers. This role involves daily interaction with staff and requiring strong IT applications development and assessments, accounting, and property tax collection and billing technical knowledge and collaboration skills, and a strong grounding in coding, customer support and analytical skills, and the ability to work in a culturally and generationally diverse team-oriented environment.
Work Locations: Primary work locations - King County King Street Center, 201 South Jackson St, Seattle, WA and/or Black River Corporate Park 900 Oakesdale Avenue SW Renton, WA or other telework or remote or distributed work centers/locations throughout King County to be determined.
Work Schedules: This position is scheduled to work forty (40) hours per week, Monday - Friday and is not overtime eligible. Alternative schedules are available and can be discussed with supervision.

Has the ability to transfer technical agency knowledge through learning our systems and can prepare written documentation to support staff learning.

- Ability to support, update and revise existing internal applications, including PTAS Dynamics 365 solutions, programs, interfaces and vendor software, coordinating with end-users and documenting solutions.
- Troubleshooting ability to investigate and report application and/or interface problems by querying SQL databases, reviewing SQL logs using SQL profiler, reviewing stored procedures, reviewing Dynamics 365 configuration, reviewing cloud and server status.
- Strong analytical ability to resolve end-user problems, configure Dynamics 365 to facilitate client use, provide user support, and integrate Assess to Collect knowledge into application solutions.
- Technical training acumen to provide specific accounting and treasury end-user training to support PTAS, write training materials, and develop training plans.
- Ability to lead or co-lead development teams to support department IT applications, systems and projects.
- Ability to develop applications and enhancements in Vb.net, Dynamics 365 and Transact SQL.
- Ability to conduct and lead user acceptance testing and resolve testing issues.
- Technical and user documentation writing skills for applications.
- Ability to document and track bugs, enhancement requests, work-arounds, fixes, and related information in SharePoint.
- Ability to be flexible and responsive to provide support for service issues or failures during and outside normal business hours.
- Ability to analyze vendor software packages and assist in developing purchase recommendations.

Competitive candidates will demonstrate and possess any combination of education and/or experience that clearly demonstrates the ability to successfully perform the duties of the position above and may include:
- An understanding of property or mass appraisal, or the ability to understand these processes.
- An understanding of administration and accounting processes related to property appraisal, or an equivalent experience.
- Any combination of training and experience that would likely provide the required knowledge and abilities for this position including technical mass appraisal knowledge, property appraisal, and a full understanding of the functions, organization and processes of the technology support of an Assessor's Office, or similar agency involved in property valuation, or other similarly situated organizations.
- One (1) year of troubleshooting, testing, or analysis in the support of technology solutions.
- Two (2) years of experience using MS Word, Excel.
- Experience in interpreting end-user needs into application solutions that successfully address business needs and/or requirements
- Experience in developing written documentation and analysis to support application solutions.
- Skill in conveying technical application information to non-technical users
- Experience in providing end-user training on applications.
- Familiarity or knowledge of Dynamics 365 solution.
- Ability and desire to learn new Information Technology (IT) skills
- Understanding of advanced Dynamics 365
- Ability to leverage past applications development knowledge in the development or purchase of new IT solutions.
- Ability to apply IT solutions to enhance or streamline business processes for increased efficiency.
