If you are an experienced, effective leader, committed to serving the public and making a difference, Community Health Services has an exciting position available as Health Services Administrator II (Area Manager) supporting our Columbia Public Health Center, our Primary Care clinic at Navos, and our 4 School Based Health Centers.
Employees working at these centers are in the following job classifications: Personal Health Services Supervisors, Administrative Support Specialists, Advanced Registered Nurse Practitioners, Community Health Workers, Dieticians, Medical Assistants, Nutrition Assistants, Public Health Nurses, Social Workers, Health Program Assistants, Staff Physicians, Interpreters, Referral Coordinators, Navigators (Enrollment Specialists).
At Columbia there are four core service areas provided by the team: Nurse Family Partnership (Home visiting program); First Steps (Maternity Support Services [MSS]/Infant Case Management [ICM]); WIC (Women Infant and Children Supplemental Food Program); Clinical Dental Services; and Enrollment into Medicaid, other health insurance, ORCA Lift (transportation benefit for low-income people), and other benefit programs. Additionally, the team works closely and partners with a co-located primary clinic run by Neighborcare.
At Navos there are two core service areas provided by the team: Primary Care adult medicine; Care Coordination between primary care and behavioral health providers. Navos Primary Care, a Public Health clinic embedded in the Navos Mental Health and Wellness Center. The partnership between Public Health and Navos – a community mental health provider – is leading the way in testing models for integrated behavioral health and physical health care, as well as being in the forefront of community-based Medications for Opioid Use Disorder (MOUD).
At the 4 School Based Health Centers, the team offers a comprehensive scope of services including asthma care, immunizations, family planning, and mental health counseling. In addition to addressing health concerns, they promote good health through good nutrition education, supportive relationship counseling, and reinforcement of positive self-images.
The Area Manager oversees all aspects of operations including direct supervision of the management team and responsibility for performance to meet program targets and budget goals and objectives. The Area Manager is pivotal in building and maintaining a work environment that instills the CHS Guiding Principles. This includes promoting a culture of service that champions diversity, teamwork, continuous improvement, shared success, and client-centered care. The Area Manager is to work in collaboration with program staff and supervisors and engage with staff to advance race equity and health equity. This includes investment and intention in staff development with a strength-based approach.
The Area Manager is the operational leader of these teams and must work closely with CHS Leadership, Program Managers, Operations staff, and Finance Manager, who provide programmatic, budget, and quality oversight of the programs rendered and keep in mind connections to other CHS program such as Family Planning, Interpretation, and Access and Outreach. The Area Manager must also work closely with the Public Health Chief of Nursing, the CHS Medical Director, and the CHS Chief of Dental Services, as well as with the Human Resources, Labor Relations, Operations Support, and Finance and Central Administration sections of Public Health/CHS in order to ensure that the Health Centers implement sound business practices and standard work.
In order to assure access to quality services, the Area Manager helps to develop and nurture relationships and partnerships with community organizations, health care organizations and systems, human/social service agencies, schools, and local governments. The Area Manager will support existing partnerships with integrated co-located services at the Columbia Public Health Center, the Navos Mental Health and Wellness Center and the 4 school partner sites.

This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. The normal work week is Monday – Friday from 8:00 a.m. to 5:00 p.m.; hours will vary; some evening and weekend hours required. This role requires on-site presences primarily split between the Columbia and Navos locations the majority of work days. Given the importance of leading the culture of these teams, remote work will be rare.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
