Public Health - Seattle King County , Community Health Services (CHS) is seeking an experienced, effective and dynamic Area Manager (Health Services Administrator II) to lead exceptional teams committed to serving the public and making a difference. This will require a leader who is versatile, can travel and be agile to meet changing demands on a daily basis. They will work collaboratively with King County partners and community partners to manage operations and services with equitable and high-quality care.
This leadership position will oversee multiple sites and programs spanning across North and East King County. Programs include Parent Child Health programs and Dental.
The Parent Child Health (PCH) North Regional Teams are comprised of a multidisciplinary team of administrative staff, Community Health Workers, Nutritionists, Nutrition Assistants, Public Health Nurses, and Social Workers. Staff provide First Steps (Maternity Support Services [MSS]/Infant Case Management [ICM]) and WIC (Women Infant and Children Supplemental Food Program) services. Services are provided remotely from the office, in person, or in the field. The PCH North Regional Teams rotate to 10 service locations across the county. Service sites are at county locations or community partner sites. Priorities for the PCH Teams include expanding our services into the community to increase access and visits, be racially equitable in client care and services, and improving parent and child health outcomes.
At Renton Public Health Center, in addition to PCH and WIC, there is a dental clinic serving clients ages 1 through 18 years old, Medicaid eligible parents, low-income pregnant women, and adults 19+, and those living homeless. The site also provides services through PCN-Children with Special Health Care Needs (CSHCN) program, supporting access to medical care and other resources to promote growth and development. In addition, the site provides other services, such as enrollment into Medicaid and other health insurance, ORCA Lift (transportation benefit for low-income people), and water kit testing.
The Area Manager oversees all aspects of operations including direct supervision of management teams and responsibility for performance to meet program targets and budget goals and objectives. The Area Manager is pivotal in building and maintaining a work environment that instills the CHS Guiding Principles and King County True North values. This includes promoting a culture of service that champions diversity, teamwork, continuous improvement, shared success, and client-centered care. The Area Manager works in collaboration with program staff, supervisors and staff to advance race equity and health equity. This includes investment and intention in staff development with a strength-based approach.
The Area Manager is the operational leader in collaboration with the CHS Regional Health Administrators, CHS Leadership, Medical and Dental Directors, Program Managers, Operations staff, and Finance Manager. They provide programmatic, budget, and quality oversight of the programs rendered. The Area Manager must also keep in mind connections to other CHS programs. The Area Manager works closely with Human Resources, Labor Relations, Professional Services and Administration Sections to ensure that the Health Centers implement sound business practices and standard work.
In order to assure access to quality services, the Area Manager helps to develop and nurture relationships and partnerships with community organizations, health care organizations and systems, human/social service agencies, schools, and local/tribal governments. The Area Manager will support or create partnerships to provide integrated co-located services within Public Health Centers and community partner sites.

Work Schedule
This non-represented position is designated exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. This is five day a week schedule with a normal work week; Monday - Friday from 8:00 a.m. to 5:00 p.m. Hours will vary; some evening and weekend hours required.

Given the importance of leading the culture of these teams, this position is expected to report on-site. Position will work from multiple locations to support staff and site-specific needs.

Job Duties
This position is responsible for leading, directing and evaluating the strategic direction and overall business plans of highly complex multiple health centers/programs with large funding sources and several levels of supervision:
- Direct the daily operations of multiple sites and programs; lead a culture of improvement; monitor and assess safety and security of staff and site; and develop, prioritize and implement program goals and objectives.
- Staff support, performance and development; supervisory support; manage/support/address staff performance and engagement, hire, train, coach, and follow progressive disciple when needed. Assess training needs and promote training opportunities.
- Evaluate staffing patterns to ensure sufficient staffing or staffing model meets program and department goals, service demand, and quality of services.
- Collaborate with staff, colleagues, managers and division deputy/director to develop and implement program initiatives; ensure compliance with policies and procedures.
- Organize, monitor and manage site services. Assess scheduling; analyze information to plan program changes, make recommendations to department administration to meet programmatic goals.
- Control, direct and maintain the use of all supplies and equipment assigned to the sites; assess and evaluate facility modifications; maintain a safe and secure working environment that complies with OSHA/WISHA standards.
- Identify community needs and make recommendations in services; collaborate with other health care providers to determine how best to meet the needs of the community.
- Administer labor agreements; may sit at negotiation table along with the department and County labor negotiator as designated.
- Develop, implement and monitor services and annual budgets; participate in budget planning and preparations; routinely evaluate and analyze expenditures and revenues; justify budget needs; authorize payments and make requests for capital expenditures. Explore health-related grants or outside funding to complement program goals; may monitor grants and contract compliance.
- Establish and maintain effective contact and collaboration with community leaders/partners, other health-care providers, specific at-risk populations and the community; investigate complaints on matters pertaining to the service center or programs; represent the organization in a variety of settings on public health issues; make presentations and provide information on programmatic services.
- Washington State Driver's License and/or the ability to travel throughout Seattle and King County to areas with limited or no public transportation in a timely manner.
