The Adult Services Division (ASD) Annual Report project manager will lead the creation, coordination, and submission of the division's Annual Report, ensuring compliance with all structural and content requirements as outlined in the Veterans, Seniors, and Human Services Levy (VSHSL) Implementation Plan and DCHS guidance. This role serves as the primary author of the report and project manager, integrating data, managing communications, reviewing community insights, holding meetings, ensuring alignment with the division goal, and highlighting the overall program results into a cohesive narrative that highlights ASD's achievements and strategic priorities.

The project manager will oversee all phases of report development, from data collection and stakeholder engagement to final transmittal and publication, ensuring the report meets high-level requirements and communicates its themes effectively to diverse audiences.

WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end after 12 months, but subject to change dependent on operational need. This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm. This position is represented by Protec17.

MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required , including the wearing of masks in some situations . Job Duties



Annual Report Project Management and Authorship
  • Serve as the lead author for the ASD Annual Report, ensuring accuracy, coherence, and compliance with the DCHS guidance for structural and content elements, using templates provided by External Affairs team.
  • Integrate required elements such as thematic takeaways, comparison maps, high-level fiscal tables, accomplishments, VSHSL strategies, and aggregated demographic/geographic data.
  • Develop high-level narratives that provide clear insights into ASD's collective impact, ensuring the report resonates with internal and external stakeholders such as Executive's Office, King County Council, and the King County community, as indicated in the VSHSL implementation plan.
Process Coordination and Compliance
  • Coordinate all aspects of report development, from initial planning to final transmittal, adhering to required timelines and milestones.
  • Append supplementary materials such as program lists and geographic data tables, as specified by the Implementation Plan or ordinance requirements.
  • Schedule and facilitate regular internal meetings with division leadership, External Affairs, KCIT, Fiscal, Communications, Performance Measurement and Evaluation (PME), and other teams as necessary.
Innovation and Communication
  • Enhance report delivery by collaborating with PME and KCIT to incorporate innovative elements such as story maps, dashboards, or infographics.
  • Maintain clear and consistent communication with division leadership and External Affairs team to ensure compliance with ordinance requirements and smooth approval process.
  • Prepare presentations and updates for internal teams and leadership, summarizing progress and key findings. Present the draft annual report to the VSHSL Advisory Board for review and feedback.
Data Analysis and Dashboard Integration
  • Work with internal data teams to collect, analyze, and aggregate data on program outcomes, geographic distribution, and demographic metrics.
  • Ensure alignment with dashboard requirements, including linking to dashboards from within the report and ensuring detailed program-level data is archived online.
  • Translate accomplishments and metrics into summaries, avoiding jargon in aligning with high-level requirements and report themes.
Community Engagement and Data Collection
  • Collaborate with Community Investment, Operations, and Communications teams to gather qualitative data, stories, and insights that enrich the report's content.
  • Review the VSHSL Cultivating Connections materials to ensure the report reflects the voices and experiences of all populations served by ASD.

Experience, Qualifications, Knowledge, Skills

  • Bachelor's degree in public administration, project management, social sciences, or a related field OR equivalent professional experience.
  • Understanding of equity and social justice principles and their application in program reporting.
  • Demonstrated success in leading complex reporting projects, with experience integrating data and stakeholder insights into written deliverables.
  • Proven ability to coordinate multiple contributors, manage deadlines, and ensure compliance with structured requirements.
  • Direct experience with public-sector reporting requirements and audience engagement.
  • Strong relationship-builder with the ability to collaborate effectively across teams and various stakeholders.
  • Experience applying an equity, racial, and social justice (ERSJ) lens to ensure inclusivity in processes, outputs, and outcomes.
  • Exceptional writing, editing, and data synthesis skills to distill complex information into clear, concise deliverables for diverse audiences.
  • Strong project management and organizational abilities, with attention to detail in meeting deadlines and requirements.
  • Proficiency in data visualization tools, reporting dashboards, and Microsoft Office Suite.
  • Ability to communicate complex ideas and data to diverse audiences through accessible and engaging formats.
