Asset Management/Maximo Special Project Manager
- Summary
The Solid Waste Division (SWD) of King County’s Department of Natural Resources and Parks (DNRP) is seeking a seasoned professional with asset management and Maximo experience to assist with the implementation of its Asset Management Program.
The Asset Management/Maximo (AMM) Special Project Manager (SPM) will oversee the planning, execution, control, assessment, documentation, risk analysis, quality control, and handoff of daily operations, maintenance, and administration of the SWD’s Asset Management Program within the Operations Section. This is a cross-functional position, reporting operationally and administratively to the Facilities Engineering and Science Section Asset Management Supervisor (FESS AMS), while working daily within the Operations Section.
Initially, the AMM SPM will have a developmental role in assisting with deploying of Maximo for SWD; managing the Maximo rollout; coordinating with the FESS Technology Unit for beta testing of Maximo software with Operations and FESS personnel, and assisting with the training of other SWD users.
The AMM SPM will work with the appropriate Operations and FESS personnel to conduct on-site inspections of SWD assets at all transfer stations, closed landfills, and Cedar Hills regional Landfill to inventory assets, evaluate physical condition, and will oversee data entry of inspection results. The AMM SPM will work with FESS and Operations to build a comprehensive asset inventory, prioritize assets based on risk assessments, identify preventative maintenance requirements, identify assets that require intervention, recommend corrective measures to be accomplished and changes or improvements needed. Once initial Maximo implementation is complete, the AMM SPM will work with Operations personnel to put policy and procedures developed by the Asset Management Program Supervisor in place for system maintenance, tracking, and reviewing.

Work Location: Primarily teleworking and the Cedar Hills Regional Landfill, Solid Waste Division transfer stations and closed landfills.
Work Schedule: This position works a 40-hour workweek, Monday through Friday with some evening and weekend work as required. This position is exempt from FLSA provisions and is not overtime-eligible.
Permanent Telecommuting Requirement: The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. About Solid Waste Division: A division within King County's Department of Natural Resources & Parks, the award-winning and innovative Solid Waste Division (SWD) has been recognized for operational excellence. The division's line of business is comprised of waste prevention, resource recovery, and waste disposal. This robust and dynamic enterprise-funded division has an annual budget exceeding $100 million. More than 400 employees create value for customers across ten active locations (eight recycling and transfer facilities). Resources are harvested on-site and refuse is transported by SWD to the Cedar Hills Regional Landfill in Maple Valley, Washington. Through a public/private partnership, landfill gas is captured and converted to clean natural gas. In 2019, SWD and the partnership proudly produced enough pipeline quality fuel to heat 19,600 homes in King County.

Examples of Job Duties:- Develop templates, forms and standard operating procedures (SOPs) related to the performance of duties
- Assist with inventory of assets, including condition assessments
- Develop criteria for “critical” or “priority” assets and assist with assigning ratings to assets or asset classes
- Assist with developing an asset hierarchy (how data will be stored – by asset type, location or other)
- Assist with asset specification data to be maintained in Maximo
- Working with Operations, recommend preventive maintenance (PM) activities and recommended spare parts to be maintained in inventory, based upon risk and supply chain issues
- Assist with condition assessments, end of life (EOL) assessments, failure mode determinations, and consequence analysis
- Assist with developing a decision-making framework to determine the replacement schedule
- Identify asset management strategy for critical assets
- Enter or oversee populating of asset data into Maximo
- Working with the Operations work unit, assist with specifying new and replacement assets
- Prepare lifecycle cost analyses for assets and compare competing options
- Review CIP plans and specs and provide recommendations related to assets
- Assist with review and input on asset contract terms, conditions and specifications
- Participate in developing and reviewing as-builts and BIM models
- Participate/assist with asset commissioning and start-up
- Assist with acquisition of warranties and owner’s manuals for assets
- Assist with tracking and monitoring progress of the Asset Management Program implementation
