Asset Management Supervisor
- Summary
This position is responsible for managing the Implementation of the Wastewater Treatment Division’s Asset Management Work Plan and performing full supervisory duties for the staff assigned to the Asset Management Work Group. The Asset Management Work Plan is the near term set of detailed authorized actions to advance the accomplishment of the Strategic Asset Management Plan (SAMP). The SAMP is a product of the Wastewater Treatment Division’s Asset Management Steering Committee.
Responsibilities will require application of effective business management practices to; overseeing the day-to-day work of the Asset Management program including supervising assigned staff, leading the implementation of the Asset Management Work Plan across all WTD Sections involved, serving as the asset management subject matter expert in updating the Strategic Asset Management Plan, and coordinating the issues and information flow to the Asset Management Steering Committee.

Who is Eligible: This position is open to all qualified Career Service applicants. Wastewater, Teamsters Local 117 applicants will receive first consideration in accordance with the current collective bargaining agreement.Telecommuting Requirement
The work associated with this position will be performed remotely on a full time basis. Employees will also have access to shared workspaces at King Street Center at 201 S. Jackson Street in downtown Seattle. There will be situations where the employee is required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location: Primarily teleworking and the King Street Center 201 S. Jackson Street, Seattle, WA 98104. There will be an expectation to travel to various worksites throughout King and South Snohomish County as needed for your work.
Work Schedule: This full-time, career service position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. The regular workweek is full-time 40 hours, Monday through Friday.

- Oversee the supervision of staff assigned to the Asset Management Work Group within the Project Management Unit in the administration and execution of the Asset Management Work Plan.
- Assign work and oversee the review of the work of internal and external staff during planning and execution of the Asset Management Work Plan.
- Assign and direct the coordination and implementation of specialized work assignments involving database research, analysis and report preparation in support of the asset management program.
- Plan, develop and administer the work group’s budget. Monitor and authorize expenditures and determine methods to meet program objectives within established budget requirements.
- Work with other supervisory staff in the identification and resolution of asset management, contract, and infrastructure issues for all projects.
- Act as a technical liaison on all design, construction management, contract, and infrastructure issues related to asset condition information gathering, analysis, and communication.
- Develop and implement detailed project scope, schedule, budget and contract requirements for assigned asset management work program items.
- Oversee the processes used to acquire quality asset data during capital project delivery and ensure it is transferred to Operations to meet established requirements.
- Oversee and direct the analysis of asset data; compose narrative text and prepare charts, graphs, and tables to illustrate findings.
- Supervise preparation of information for the annual fixed asset inventory including QA/QC of data, investigating discrepancies, reconciling previous year with current year inventory, and other related functions.
- Experience, Qualifications, Knowledge, Skills
Required Qualifications:
- A bachelor's degree in project management, engineering, construction management, or closely related field, or the equivalent combination of education and experience.
- Strong interpersonal skills in dealing with King County staff at all levels in all phases of the work.
- Managerial Courage; willingness to initiate difficult conversations with managers and staff in a tactful and productive manner.
- Strong working knowledge of fundamental finance and business management principles and techniques.
- Working knowledge of construction management, project management, and operational management techniques and principles.
- Thorough knowledge of industry best practices for organizational asset management programs, including ISO 55000 Series, International Infrastructure Management.
- Working knowledge of wastewater treatment processes and infrastructure as implemented in the Wastewater Treatment Division.
- Strong information technology knowledge, with particular emphasis on database, spreadsheet and geospatial software.
- Ability to work with people of diverse backgrounds including staff throughout the division, external consultants, peer supervisors and upper management.
- Must possess excellent oral and written communication skills.

Necessary Special Requirements:- Demonstrated advanced working knowledge of project management and construction techniques, principles, and applied processes.
- Planning, scheduling, and organizational skills necessary for program and project management.
- Advanced knowledge of public works and design consultant contract packaging and contract administration for design and public works contracts.
- Advanced demonstrated working knowledge of human resources management, supervisory techniques and principles including demonstrated ability to lead, coach and mentor a diverse project management staff.
- Knowledge of strategic planning techniques and principles.
- Knowledge of advanced budgeting techniques and principles as applied to projects and programs.
- Strong leadership and team building skills including conflict resolution and facilitation skills.
- Strong negotiation skills.
- Knowledge of interagency agreements and inter-governmental negotiation techniques.
- Knowledge of federal, state and local codes and regulations applicable to delivery of wastewater projects.
- The demonstrated ability to work effectively with a diverse group of stakeholders including the procurement office, Prosecuting Attorney's Office, elected officials, community groups, the general public, and other King County staff.
- Effective individual and group communications skills, in person, over the phone, and in writing.
- Washington State Driver's License or the ability to provide transportation to remote work locations with limited or no public transportation services.
- Certified Maintenance and Reliability Professional (CMRP)
- Previous supervisory experience.
- Demonstrated ability to present complex information including graphs and charts to illustrate results of analyses and inform business decisions.
