The King County Department of Adult and Juvenile Detention's (DAJD) Juvenile Division is seeking a strategically agile leader who will assist with the management of DAJD's Juvenile Division in a highly unionized, high profile environment. The Juvenile Division is responsible for the care and custody of youth who are detained in the Juvenile Detention Facility and also operates King County's Alternatives to Secure Detention (ASD) programs. The Juvenile Division is committed to a philosophy of balanced and restorative justice, moving from a system that criminalizes vulnerable youth to one that supports them in leading safe, productive lives. Our focus is on ensuring that there are alternatives to secure detention and community based services for eligible youth. While King County has significantly reduced the number of youth detained in our facility and continues to develop alternative programs to further reduce the reliance on detention, youth who are detained in our secure detention facility are managed in a manner consistent with national best practices in juvenile justice.

- Job Duties
- Coordinate and manage all division intra-governmental relations, as directed. Serves as a liaison for a variety of legislative and policy issues that require maintaining effective, collaborative working relationships with elected officials, other criminal justice agencies, labor representatives, courts, and other King County agencies as assigned by the Division Director.
- Identify and builds community partnerships to promote enhanced service delivery and positive reintegration to the community for justice involved youth.
- Coordinates with the Department's Human Resources section regarding personnel issues.
- Serve as the acting Division Director in the absence of the Division Director, when assigned.
- Assists the Division Director in developing the Division's business plan including creating performance indicators and outcome measures.
- Provide oversight of the Juvenile Division, which includes: Secure Detention, Health Services, Food Services and Juvenile Community Programs. Perform at a high level of accomplishment utilizing functional, technical knowledge and skills.
- Administer Juvenile Justice best practices to include Trauma Informed Care, Adolescent Behavior, Juvenile Detention Alternatives Initiative (JDAI), Pathways, Prison Rape Elimination Act (PREA) and Restorative Justice Practices utilizing a comprehensive knowledge of best practices
- Conduct research and effectively communicate results to a general audience, as well as translates results into work plans and deliverables utilizing the ability to comprehend and interpret complex data.
- Prepare and conduct effective written and oral presentation for both formal and informal settings.
- Act as the Division's public information representative.
- Perform other duties as assigned within scope and area of assignment.
- Experience, Qualifications, Knowledge, Skills
MINIMUM QUALIFICATIONS
- Possession of a Bachelor's Degree in counseling, social work, social science, criminal or juvenile justice, psychology, or a related field; AND
- Eight (8) years of full-time increasingly responsible experience, of which six (6) years of experience must be in a supervisory or management capacity providing leadership, administration, development, implementation, and evaluation of department services; OR
- Any equivalent combination of education and experience that provides the applicant with the required knowledge, skills, and abilities to perform the work.
Desirable candidates will possess:- Direct experience managing juvenile operations, supervising an alternative to secure confinement program or work experience within a wide range of criminal justice systems.
- General knowledge of personnel, human resources and union issues.
- Excellent organizational and task-monitoring skills
- A broad-based knowledge of detention operations, incident management, and detention policies
- Understand industry standards and risk/liability issues inherent in detention facilities and training requirements for staff
- Demonstrated experience leading organizational changes in security, training, policy, programs, staff development, and hiring
- Demonstrated experience in the development and successful implementation of policy, proposals and/or juvenile justice initiatives

Details regarding the position:
This position is open to everyone for application. The Assistant Division Director position is a non-represented appointed career service exempt position, meaning that the person selected for this position will be an at-will employee and will serve at the pleasure of the appointing authority.
The typical work schedule is Monday through Friday, 8:00 a.m. – 5:00 p.m.; however, as an FLSA exempt position, additional/varied hours are routine and may be required. This position is exempt from the overtime, provisions of the Fair Labor Standards Act (FLSA). FLSA overtime exempt employees are paid on a salary basis and are not eligible for overtime pay or compensatory time accrual. All FLSA exempt employees are expected to work the hours necessary to satisfactorily perform their jobs.
Special Requirement: The person selected for this position will be required to complete a thorough background investigation process, including fingerprinting, criminal history check, and reference checks. A valid Washington State Driver's License or alternate ability to travel around the County is required by the time of hire.
