King County Metro's Bus Operations Division is seeking an adept and ambitious Assistant Manager of Strategy and Administration. We deliver safe, secure, efficient, and reliable transportation services to millions of residents and visitors annually. Join us in our mission to keep our community moving smoothly and safely.
The Assistant Manager of Strategy and Administration will ensure consistency across Bus Operation's transit locations in administering policies, procedures, and labor agreements. They will assist in developing and implementing 3- to 5-year strategic plans for the division, oversee performance measures, support employee communications, and lead the project management team. This role provides division-level support and guidance to the following Bus Operations teams:

Work Schedule: This position is exempt from the Fair Labor Standards Act and is not eligible for overtime. It involves a 40-hour work week, Monday through Friday, typically between 6:00 AM and 6:00 PM, with the exact schedule determined by management. The selected candidate is required to work on-site at least three days per week. Primary work locations include King Street Center (201 South Jackson Street, Seattle 98104) and various transit bases and worksites across King County.
Teleworking Requirement: The work associated with this position will be performed through a combination of teleworking and onsite work and meetings as needed. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided a County-issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.

Job Duties
Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As the Assistant Manager of Strategy and Administration, you will also:
- Assist in the planning and implementation of the divisional 3- to 5- year strategic plan.
- Develop action plans to operationalize the divisional strategic plan. Guide project teams to achieve and measure strategic outcomes that are realistic for operational environments.
- Participate in oversight of technology projects to ensure operational business needs are met. Serve on committees, review documents, communicate operational issues and concerns, and provide pertinent information.
- Oversee the integration and management of assigned projects impacting operations; represent Bus Operations issues in department- and division-wide initiatives.
- Ensure the consistent integration and application of labor agreements, policies, and procedures across all workgroups in the Division to meet service delivery goals and maintain operational efficiency.
- Meet with other Bus Operations Assistant Managers, Superintendents, and other staff to ensure consistent administration of policies and procedures; meet with staff to solicit ideas for improvement or additions to policies and procedures and ensure that they are updated as necessary.
- Participate in the implementation of policies and procedures while collaborating with labor unions and building a common understanding of operational issues and solutions.
- Collaborate with Bus Operations Assistant Managers and other staff to establish direction, set expectations, define performance measures, and enforce accountability to ensure targets are met or exceeded.
- Lead across teams to create a culture of trust, equity, and collaboration that aligns with King County's Equity and Social Justice initiatives, and our True North and Values.
- Assist in the preparation of legal claims, including ADA/EEO claims, lawsuits, and labor arbitrations. Participate in grievance hearings to ensure thorough representation and resolution of issues.
- Lead teams to provide data services for the divisional Monthly Business Review and other requests, including data visualization, report creation, and management of quantitative and qualitative data related to training, workplace culture, and workforce status and health.
- Partner with other leaders throughout Metro to implement departmental goals at an operational level in Bus Operations.
- Assist in the review of employee communications materials. Ensure accuracy of information and consistency with labor agreements and existing policies.
- Drive continuous improvement and change management initiatives to enhance organizational effectiveness and adaptability, effectively addressing the challenges of change management in operational settings.
- Perform other duties as assigned.
Experience, Qualifications, Knowledge, Skills
We are seeking candidates who possess the following minimum qualifications:
- Operations and Business Knowledge : Familiarity with operational settings and policies, procedures, labor agreements, technology, communications, and service quality techniques and principles.
- Laws and Regulations : Understanding of local, state, and federal laws related to transit, including the Americans with Disabilities Act, Family and Medical Leave Act, drug testing, and commercial drivers' licensing regulations.
- Workforce Planning and Management : Experience in workforce planning, budget processes, project management, labor relations, contract interpretation, and staff planning.
- Innovation: Demonstrates receptiveness to new ideas and feedback, fostering a collaborative culture that encourages engagement, innovation, development, and autonomy for staff while embracing change and adapting strategies in a dynamic environment.
- Management and HR Principles: Knowledge of fundamental employment laws, and effective supervisory and team management techniques. Must demonstrate a strong commitment to fostering an inclusive and fair work environment.
- Labor Relations : Knowledge of labor relations principles, practices, and techniques, including interest-based or collaborative negotiations with unions, grievance handling, and arbitration.
- Policy Development : Ability to develop and analyze policies effectively.
- Contract Administration : Understanding of contract administration practices, policies, and procedures.
- Communication and Presentation Skills : Strong verbal and written communication skills including persuasiveness, public speaking, facilitation and presentation skills, and the ability to explain technical information, process changes, and strategic plans to non-technical audiences.

- Any combination of education and experience that clearly demonstrates the ability to perform the job duties of the classification, such as: a Bachelor's degree in Business or Public Administration, and working experience in the transportation field (operations and/or administration).
- Experience in leading teams by leveraging data to inform decision-making.
- Experience in monitoring budgets to ensure compliance and track expenditures, while actively participating in budget development and engaging teams in the process.
- Experience with workforce management in transit operational settings.
- People leadership experience (including hiring, discipline, and leave management).
- Experience sponsoring and leading projects in operational environments aimed at improving operational efficiency and achieving strategic goals.
- Experience leading teams through organizational changes, including process improvements, restructuring, and technological upgrades.
- Experience in a transit operations setting, including familiarity with transit operations policies, procedures, labor agreements, technology, communications, and service quality techniques and principles.
