Assistant Plant Manager (West Point Treatment Plant)

WORK SCHEDULE: Standard working hours are 40 hours per week. Applicants must be available to work any assigned schedule. This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime-eligible.

JOB DESCRIPTION: Provide direct on-site management of the daily operation of King County's West Point Treatment Plant and assist the West Section Offsite Asst. Manager with operational oversight of the West Section collection/conveyance and wet weather treatment facilities. Responsibilities also include the supervision of assigned staff involved in operations, maintenance, planning, analytical, and project management activities. The incumbent ensures compliance with appropriate local, state and federal air, wastewater, stormwater and safety regulations and requirements. This position also plans for and manages long and short term workloads, budgeting, personnel training and performance management.- Job Duties
- Assist the Operations Manager in the daily operation of wastewater conveyance and treatment facilities, including providing planning, analytical and project management support for assigned projects; initiate corrective action(s) to meet regulatory requirements
- Represent the assigned Section in the planning and implementation of programs for maintaining the assets of the regional wastewater treatment and conveyance system.
- Assist and participate in the development and monitoring of the section's annual budget.
- Supervise the work of assigned staff, including the oversight of employee development, performance management, discipline and the hiring and selection process.
- Participate in the development and implementation of staffing models and performance standards.
- Serve as operations and maintenance representative for assigned capital projects; coordinate the design, construction, and start-up of new and rebuilt facilities; participate in planning plant and system expansions to meet future growth and new requirements.
- Provide oversight of the development and implementation of training and other programs to support wastewater operations, including but not limited to technical operations training for new and existing facilities, ensuring compliance with regulatory requirements and licensing obligations as well as safety programs.
- Investigate human resources issues and conduct fact-finding hearings in disciplinary matters; make recommendations to senior management on a resolution of issues.
- Provide management support, problem-solving and conflict resolution to collective bargaining and labor and employee relations processes.
- Experience, Qualifications, Knowledge, Skills
- Demonstrated increasing responsibilities in the operation and maintenance of wastewater treatment and conveyance system
- Demonstrated increasing responsibilities in the principles and practices of management and supervision.
- Demonstrated experience in human resources management techniques and principles.
- Demonstrated experience in the principles and practices of wastewater systems management, operations and operations focused engineering.
- Experience in budget development, fiscal management and controls, and strategic business planning.
- Demonstrated experience in collaboration with multiple partners within the Division and Department, but also with external stakeholders including Elected Officials, other government agencies, vendors
- Demonstrated experience working on capital improvement projects.
- Advanced skill in team building, building consensus among individuals with varying opinions and viewpoints and working effectively with inter-and intra-government contracts and diverse employee population in varying occupations
- Demonstrated knowledge of and experience working on initiatives and within organizational cultures with a focus on diversity, equity and inclusion. Advanced skill in negotiation techniques and principles and dispute resolution techniques principles
- Skilled in assessing and evaluating circumstances to make decisions within and outside of established guidelines and procedures to ensure that the treatment plant is in compliance with established regulations and laws
- Skilled in delivering formal and informal presentation materials to technical and non-technical audiences
- Verbal and written communications skills

DESIRABLE QUALIFICATION:
- Experience in the principles and practices of maintenance best practice and reliability centered maintenance
LICENSING/CERTIFICATION:
- A Wastewater Treatment Plant Operator's certificate from the Washington State Department of Ecology and the ability to achieve a level IV certification within 6 months of appointment
- Washington State Driver's License or out-of-state equivalent.
