The Department of Community and Human Services (DCHS) Finance Section is looking for an enthusiastic, skilled, knowledgeable, and team player to serve as the Accounting Manager for the Behavioral Health and Recovery Division. (BHRD) .
The position is responsible for managing the accounting operations for a large portfolio of government funds with complex federal, state, and local funding sources. These operations primarily include revenue and accounts payable activities but also include managing the POETA structure, processing journal entries, and coordinating year-end tasks as well as external fiscal and compliance audits. It plays a key role in ensuring revenues and expenditures are processed and reported accurately, timely, and consistently.
The Accounting Manager directly supervises the division's Revenue Analyst (BFO III) and the Accounts Payable lead (BFO III). The Accounts Payable lead directly supervises four additional BFO I positions. This position reports to the BHRD Financial Manager but will work closely with all other BHRD Finance Units to coordinate division wide accounting processes and provide expert advice and consultation.
WHO MAY APPLY: This position is open to all current King County Career Service employees who have completed their initial probationary period that meet the minimum qualifications. Interviews for this selection process will take place on or around April 4, 2023.

Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required , including the wearing of masks in some situations . Job Duties
- Develop, implement, and administer accounting policies and practices for a portfolio of federal and non-federal human service programs in King County.
- Manage BHRD Accounting Unit which includes revenue, accounts payable, and contract administration.
- Direct the division's internal and external audit process, responses to audit concerns and findings, and oversight of any corrective action that may be needed.
- Supervise and lead staff, including planning work assignments and conducting employee development and performance evaluation. Make recommendations to the Finance Manager regarding personnel actions.
- Lead the development and management of the division's POETA structure.
- Coordinate the preparation and implementation of the division's year end / fiscal close activities.
- Plan and provide strategic responses to changes in revenue and changes in fiscal and operational policies.
- Work closely with other BHRD Finance Units to coordinate division wide accounting processes and provide expert advice and consultation as needed.
- Assist in the development and implementation of financial and other technical criteria for revenue and expenditure contracts.
- Oversee accounting and financial reporting systems in area of responsibility including review of transactions.
- Review expenditures for compliance with grant, contracts, memorandum of agreement, and internal policy and make adjusting entries as needed.
- Evaluate fiscal processes for efficiency and work with fiscal and program staff to implement changes as needed for continuous improvement.
- Very effective communicator in written, verbal and presentation forms.
- Perform other related duties as assigned.
- Enthusiastic professional with proven positive track record in dealing with and communicating with multiple stakeholders.
- Advanced knowledge of budgeting, finance, managerial and/or financial accounting.
- Bachelor's degree in business, economics, public administration or accounting AND five years' experience in public sector financial management, or any equivalent combination that provides the knowledge, skills, and abilities necessary to perform the job.
- Eight to ten years of progressive accounting experience.
- Ability to delegate and provide strong oversight to ensure on-time and quality performance by staff.
- Advanced knowledge and experience with Generally Accepted Accounting Principles (GAAP).
- Knowledge of federal, state and local audit requirements for grant/contract administration.
- Advanced knowledge of analytical and management systems.
- Advanced knowledge of financial information systems.
- Knowledge of human service programs, funding sources, policies and requirements.
- Excellent communication skills, both verbal and written.
- Experience processing and reconciling complex financial transactions.
- Demonstrated ability in prioritizing workloads, working successfully under pressure with tight timelines and changing priorities.
- Ability to work collaboratively with program managers to secure integrated work products.
- Advanced Microsoft Excel skills.
- Knowledge of county programs, funding sources, policies and requirements.
- Five years supervisory experience.
- CPA certification.
- Knowledge of contract administration.
- Advanced knowledge of Oracle/EBS and Oracle budgeting and Tableau reporting systems.
- Knowledge and experience with Lean practices.
- Experience with Medicaid funds and Medicaid programs.
- Experience with mental health/behavioral health industry.
- Experience with and knowledge of Managed Care Organizations.
- Master's degree in business, economics, public administration or accounting AND five years' experience in public sector financial management, or any equivalent combination that provides the knowledge, skills, and abilities necessary to perform the job.
- Experience with Oracle/EBS, Hyperion, Oracle and Tableau reporting systems.
