King County's Department of Community and Human Services (DCHS) provides equitable opportunities for people to be healthy, happy, and connected to community.This senior management position will serve as the interim Deputy Director for the Behavioral Health & Recovery Division (BHRD) whose overall mission is to provide accessible, quality behavioral health services to low-income residents throughout King County. This position requires highly specialized knowledge and expertise in the overall behavioral health care delivery system and will provide leadership, governance, and strategic direction to help achieve long-term strategic goals of the County. The primary objective of this position is to help the County achieve its long-term strategic goals including full behavioral health and physical health integration. This position will be part of a senior management team that manages and oversees multiple bodies of work including but not limited to Integrated Managed Care (Medicaid), the Behavioral Health Administrative Service Organization (BH-ASO non-Medicaid), and the Mental Illness and Drug Dependency (MIDD).
This position will support strategic planning and division leadership to achieve measurable outcomes. This position will report to the Division Director, be part of the Division Management Team and supervise select division staff. The successful candidate will assist in the preparation of high-level briefing material and reports for use internally and externally by the Division and Department. The role includes briefing of senior county officials and elected officials such as King County Council and the state legislature. This position will be called upon to represent the Division and the County at various meetings and functions.

WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end January 15, 2023, but subject to change dependent on operational need. This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm. This position is not represented by a union.
The work associated with this position will be performed predominantly by teleworking; through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. - Job Duties
- Together with the Division Director, provides overall vision, leadership and management for the Behavioral Health & Recovery Division.
- Provide supervision and guidance to BHRD management and staff to support the delivery of behavioral health services county-wide.
- Together with the Division Director, ensures that BHRD places equity and social justice at the center of all service delivery.
- Work closely with Department leadership, including King County IT, Finance, and Performance Management teams.
- Oversee the implementation and delivery of the County's behavioral health services.
- Together with the Division Director, manages biennial budget ensuring funds are allocated and spent within program and funding requirements, including monitoring P&L activities.
- Work with BHRD and DCHS leadership to develop and maintain a BHRD strategic plan, identifying opportunities for growth and development, while recognizing external and internal threats and areas for improvement.
- Clearly and effectively communicate complex ideas with a wide array of partners, stakeholders, and broader communities.
- Improve healthcare disparities and improve access and equity for disconnected populations.
- Support and participate in the development and implementation of the division's strategic goals and objectives and other King County priorities and initiatives.
- Collaborates with other DCHS division leadership and other internal staff to ensure alignment of internal systems with Department and County-level strategies, direction and guidance.
- Provide leadership for and contribute to the development of, policies and strategies to deliver efficient and effective behavioral health services to the community.
- Participate as a member of the division's executive management team, in the review, development and implementation of policies, procedures, and key decisions for the division's goals and objectives.
- Work with the divisions of DCHS, other county departments and separately elected agencies, community partners, and other stakeholders to remove barriers so that strategic initiatives move forward in a coordinated manner and as part of a continuum of behavioral health services.
- Utilize skills in negotiation, problem solving and conflict resolution, customer service and interpersonal relationships and the ability to handle multiple competing priorities and sensitive situations.
- Align existing and new work of the division with the County's Equity and Social Justice Plan.
- Identify opportunities for partnership that increase the delivery of prevention and treatment services in an integrated manner that supports a recovery-oriented system of care.

- Experience, Qualifications, Knowledge, Skills
- Bachelor’s degree in health care or human services. Master’s degree in Public Administration, Public Health, Health Care Administration, Business Administration preferred.
- Leadership experience demonstrated by at least 5 cumulative years of professional experience as a director or senior manager of a major government, non-profit or private organization.
- Knowledge of strategic planning and management techniques and principles, policy development, analysis, monitoring, measurement and performance standards and communication strategies.
- Skill in translating and articulating the strategic agenda from vision to policy to key steps in implementation.
- Ability to develop a thorough understanding of the context around high priority issues for the department and to identify intersecting issues, conflicts and opportunities for collaboration across County departments and with external partners.
- Professional experience interacting with executive and/or elected leaders on politically sensitive or controversial issues or policies.
- A well-developed understanding of equity and social justice principles and experience leading teams and/or implementing policies that integrate equity and social justice into program design and workplace culture.
- Skill in project design/management, and high level of people and process management skills including mediation/arbitration between competing interests.
- Excellent oral and written communication skills, including presentation and facilitation.
- Skill in negotiation, problem solving and conflict resolution, customer service and interpersonal relationships and the ability to handle multiple competing priorities and sensitive situations.
- Ability to make decisions with limited information and to work on a number of projects simultaneously.
- Ability to work with a variety of individuals from diverse backgrounds and build consensus among a diverse group of individuals with varying opinions.
