These positions will support programs and services operated by DCHS’ Behavioral Health and Recovery Division (BHRD). BHRD services, which are funded through the MIDD Behavioral Health Sales Tax, Medicaid, state contracts, grants, and other sources, support people living with or at risk of mental health conditions and substance use disorders. These services, available to King County residents, include crisis services, mental health treatment, substance use disorder treatment, and diversion and reentry services. These positions will support the design and implementation of performance measurement, evaluation, and quality improvement strategies for programs providing behavioral health services to individuals who often also need to navigate the criminal-legal system, housing and homelessness system, and/or primary care/hospital system.

 

These evaluator positions are centrally located within the Performance Measurement and Evaluation (PME) unit of the DCHS Director's Office. PME is composed of a team of nearly 40 dedicated program evaluators and data analysts who work with program staff and providers to develop frameworks for understanding the outcomes and equity impacts of DCHS programs. This work includes determining appropriate performance measures, managing data collection, supporting continuous quality improvement, and conducting in-depth analyses to inform decision-making and improve service delivery. PME disseminates research and evaluation findings and promotes organizational learning through published reports and online dashboards.

 

These Behavioral Health Program Evaluator positions may support a variety of programs or services including criminal-legal diversion and re-entry services, care coordination for individuals with behavioral health conditions, youth and family prevention and intervention services, behavioral health residential services, and/or programs funded through the MIDD Behavioral Health Sales Tax Fund. These positions will use data to develop data collection plans, create routine and custom reports, facilitate data-focused conversations, construct, clean, and analyze performance measurement datasets, fulfill reporting requirements for various fund sources, and build dashboards and other data products. These positions may also support the development of requests for proposals (RFPs) and conduct outcomes-focused program evaluations that assess a program’s contribution toward BHRD or DCHS goals.

WORK SCHEDULE/CONDITIONS: This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval. This position is represented by PROTEC17.

 

Teleworking Requirement 

The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situationsKing County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties

  • Work with program managers, provider agencies, and partners to understand data/information needs and develop data collection and performance measurement plans in alignment with the Results-Based Accountability Framework.
  • Analyze and interpret both quantitative and qualitative data using appropriate statistical methods and data manipulation tools. 
  • Facilitate conversations with program managers and service providers in interpreting data for continuous programmatic improvement. 
  • Develop reports, dashboards, presentations, and other visual representations of data to support the use of data in decision making and continuous quality improvement activities. 
  • Support data collection and management, including regularly accessing and linking between internal and external-facing databases, and providing technical assistance to partners. 
  • Create database tables/views and build functions or packages using common programming languages (e.g., R, SQL) for analytic use.
  • Help build internal and external capacity for additional evaluation activities (dashboard development, qualitative evaluation, etc.) 
  • Contribute to annual reporting, dashboards, and briefings for audiences including policy makers, department leadership, provider agencies, and community members. 
  • Actively contribute to the furthering of anti-racist work, and equity and social justice initiatives within and across divisions and units.
  • Respond to other data requests and perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Knowledge of data analysis, performance measurement, research methods/statistics, and results interpretation and dissemination. 
  • Ability to clean, validate, and analyze data using at least one data analysis software or programming application (e.g., R, STATA, SAS, etc.). 
  • Experience with or interest in learning data visualization tools, such as Tableau. 
  • Demonstrated experience in evaluating social, health or human services programs, and designing and implementing real world performance measurement, including quantitative or qualitative approaches. 
  • Strong oral and written communication skills, including experience conveying evaluation concepts to partners with a varying degree of evaluation or data expertise and making formal presentations to diverse audiences. 
  • Strong interpersonal skills and communication skills, including the ability to work independently and to maintain collaborative relationships with peers and partners. 
  • Ability to work with partners to present analyses and identify relevant and actionable findings from performance measurement and evaluation activities. 
  • Detail-oriented with the ability to problem-solve and work under deadlines on multiple tasks simultaneously and prioritize work in response to changing needs. 
  • Understanding of social, racial, economic, and geographic context in relation to equity and an ability to apply a racial equity lens to issues ranging from methods to interpretation. 
  • Knowledge of methods for protecting confidential data. 

 DESIRED EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, AND SKILLS

  • Background or experience in health or human services such as behavioral health, homelessness, or community services. 
  • Experience with SQL for querying databases or willingness to learn, and/or ability to manage and link data from multiple internal and external sources. 
  • Experience working with local government or government structures. 
  • Experience in utilizing a Results-Based Accountability framework.
