Best Starts for Kids (Best Starts) is King County’s community-driven initiative to support every baby born and child raised in King County to be happy, healthy, safe, and thriving. Initially approved by voters in 2015 and in place since 2016, Best Starts invests in comprehensive supports for children, youth, young adults, and families and caregivers, catalyzing strong starts in early childhood, and sustaining those gains as children progress to adulthood. Best Starts was renewed by voters in August 2021. Implementation of Best Starts is guided by the BSK Implementation Plan, approved by the King County Council in November 2021 for Levy 2022-27.
Best Starts for Kids is seeking a career service Home-Based Services Manager in the Community Health Services (CHS) Division of Public Health- Seattle & King County. The BSK Home-Based Services Manager will serve as lead and provide project management for the BSK Home-Based Services strategy area. Activities include staffing a program development and implementation work group; executing grants and RFP cycles for home-based services while building partnerships with grantees; building external and internal partnerships to align and leverage home-based services with other initiatives; drafting written reports, policy analysis documents, and/or other materials for broad distribution; and preparing and giving internal and external presentations.
The position reports to the Prenatal to Five Program Manager, within Public Health's Community Health Services Division and works in close partnership with the Contracts Managers, Child Care Health Consultation Manager, and Community-Based Parenting Support Manager.Who May Apply:This full-time position is open to all qualified applicants.Work Schedule:The work associated with this position will be performed primarily via telecommuting, with occasional onsite work for meetings. This is subject to change in the future. The primary work location will be on the 10th floor of the Chinook County Building, 401 Fifth Avenue, Seattle, WA 98104. Travel to multiple locations throughout King County will also be required.Work Location:This position is based out of the Chinook Building, 401 5th Avenue, Seattle, WA 98104The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. - Program Leadership and Improvement: Research local and national policy, practices, and systems to inform and improve the program area; develop, monitor, and advance annual goals and activities for the program area; develop and manage program budget to execute on the program goals and activities; advise the Assessment, Policy, Development, and Evaluation division on evaluation related to the program area; and gather feedback from grantees and other internal and external partners to make changes to, and improve, the program area.
- Contract Management: Develop requests for proposals and administer equity-informed selection processes; design service delivery and financial data collection tools, review grantee data and monitor contract performance to ensure compliance while building a strong partnership for mutual learning; and conduct site visits.
- Grantee Supports: Assess grantee needs; provide individualized consultation and supports to strengthen program implementation; partner with capacity-building support providers and trainers to provide resources in response to grantee requests; develop programmatic tools and resources; conduct contract-related and programmatic workshops; and facilitate peer learning opportunities.
- Partnership, Communications, and Community Engagement. Participate in established interagency and local/state committees, coalitions, and task forces to promote BSK goals and objectives; cultivate internal and external partnerships to advance alignment, leverage opportunities, and strengthen implementation of the program strategy; develop written reports and other communications to inform community members, partners, and the public about the program area; design and facilitate meetings to engage, inform, and gather input from many different partners, including community members, service providers, governmental professionals, advocacy groups, families, and others to support alignment and to solicit input and feedback to ensure that services are culturally competent and reflective of community need.
- Coordinating and Systems Building: Coordinate with other BSK prenatal-to-five program areas in Public Health and DCHS to integrate workforce development, developmental screening, and infant and early childhood mental health in community-based parenting and peer supports; coordinate with other BSK prenatal-to-five program areas to promote cross-learning and align, where appropriate; provide data, context, and other program-related information to inform the development of the Help Me Grow System; coordinate with BSK prenatal-to-five program areas and Community Health Services programs to advance a more seamless experience for community members and families accessing services; plan, convene and staff various internal and/or external work groups or committees; and participate in departmental and BSK meetings.
- Policy Research and Development: Conduct policy research, analysis, and recommendations relevant to the program area; track and provide feedback on state policy during the legislative session; provide briefings to leadership and council staff; and participate in coalitions and other community conversations.
- Teaming: Create an environment that fosters open communication, team work, and commitment to quality service; foster a culture of learning and continuous improvement.
- Experience, Qualifications, Knowledge, Skills
- Deep knowledge of equity and social justice principles and practices, and understanding of the effects of place-, race- and policy & systems-based inequities on marginalized communities and populations.
- Knowledge of the prenatal to five years and early learning sectors in King County and Washington State with an emphasis and with knowledge of home-based services.
- Knowledge of County and State functions, organization, and structure.
- Knowledge of project and resource management techniques and principles, analysis, planning and organization.
- Ability to work across sectors to increase opportunities and improve results.
- Ability to develop an understanding of issues related to BSK and to identify intersecting issues, conflicts, and opportunities for collaboration across County departments and with external partners.
- Excellent oral and written communication skills, including presentation and facilitation.
- Skill in negotiation, problem solving and conflict resolution, customer service and interpersonal relationships and the ability to handle multiple competing priorities and sensitive situations.
- Demonstrated ability to work independently and as a team member.
- Ability to work with a variety of individuals from diverse backgrounds and build consensus among a diverse group of individuals with varying opinions.
