Best Starts for Kids (BSK) is King County’s initiative to improve the health and well-being of residents by investing in promotion, prevention, and early intervention for children, youth, families, and communities (www.kingcounty.gov/beststarts). Implementation of BSK is guided by the BSK Implementation Plan approved by the King County Council in September 2016.
The Best Starts for Kids Initiative is seeking a Renewal Project Manager to support the process to renew the BSK Levy in 2021. The BSK Renewal Project Manager will be responsible for managing the King County process for a ballot measure, both within the county, and through community involvement. The scope of work includes extensive project management, report compiling and writing, facilitating meetings, and working closely with BSK leadership to support community engagement, communications, and coordination amongst key stakeholders.
The position reports to Sheila Capestany, Division Director of the Children, Youth, and Young Adults Division (CYYA), and works in close partnership with the BSK leadership team, especially the BSK Public Health Co-lead and the BSK Implementation Manager.
DCHS manages a wide range of programs and services to assist the county's most vulnerable residents. The department maintains a pro-equity focus aimed at developing the systems and standards necessary to achieve better outcomes for all county residents. Public Health-Seattle King County (PHSKC) is the metropolitan health department serving all of King County. The mission of PHSKC is to eliminate health inequities and maximize opportunities for every person to achieve optimal health. DCHS and PHSKC jointly administer Best Starts through a cross-departmental approach.
This position will provide project management for Best Starts for Kids renewal activities.

WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act (ineligible for overtime). Typical hours are Monday - Friday 8am-5pm. This is a Special Duty opportunity for current King County Career Service employees or a Term Limited Temporary position. The position is expected to end on December 31, 2021. This position is represented by PROTEC17.

TEMPORARY TELECOMMUTING REQUIREMENT:
The work associated with this position will be performed remotely, at least through January 8, 2021 in compliance with King County’s telecommuting mandate. It is possible that the work will be primarily performed remotely on an ongoing basis after January 8, 2021. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

- Provide project management of Best Starts for Kids renewal activities in partnership with the CYYA Division Director and Lead of Best Starts, and the Health Policy Manager (Co-lead) of Best Starts in Seattle King County Public Health.
- Coordinate with Department leadership, BSK leadership, and Government Relations teams of both departments to shepherd the ballot measure process from beginning to end.
- Create and track long- and short-term goals and workplans.
- Plan agendas and facilitate meetings within departments, and among community partners, providers, governmental professionals, advocacy groups, families, and others, to support alignment and solicit input so that services are culturally competent and reflective of community need.
- Coordinate and draft high-level documents including reports, power points, and materials for distribution for King County Council, the Executive’s Office, and for the Children and Youth Advisory Board.

- Experience, Qualifications, Knowledge, Skills
- Knowledge of equity and social justice principles and practices, and understanding of the effects of place, race, and policy and systems-based inequities on communities and populations.
- Ability to apply a race equity lens to all areas of the work, including methods, analysis, results interpretation and dissemination.
- Experience successfully managing complex projects, anticipating stakeholder needs, synthesizing information, making decisions, and meeting deadlines.
- Strong organizational skills.
- Working knowledge of Best Starts for Kids.
- Demonstrated passion and commitment to ensuring children, youth and families are happy, healthy, safe and thriving.
- Strong oral and written communication skills, including the ability to communicate well with diverse groups in multiple settings.
- Skilled at writing professional documents for specific audiences.
- Skilled meeting facilitator with experience working with a broad range of participants.
- Strong problem solving and interpersonal skills, including the ability to work independently and maintain collaborative relationships as part of a team.
- Knowledge of government processes and procedures, including ballot measures.
