The Department of Community and Human Services (DCHS) is looking for a skilled, knowledgeable, highly-motivated, and enthusiastic team player to assist in managing the subrecipient monitoring activities for a portfolio of human service contracts with multiple complex funding sources.
The Compliance Evaluator reports to the Compliance Manager and assists in the daily subrecipient risk management and monitoring functions across the department. This position plays a role in preparing and reviewing financial and programmatic risk assessments, financial contract compliance, and other monitoring activities. The position also provides support during internal and external audits of the Department.

Work Schedule: This position is scheduled to work 40 hours per week, Monday through Friday, and is not overtime eligible. This position is represented by PROTEC17.

- Perform financial and compliance risk assessment analysis for the department's subrecipient agencies, which under the guidance of the Department Compliance Manager, includes analyzing a variety of financial records, reports, statements, and communicating the results to both financial and non-financial staff.
- Perform fiscal subrecipient monitoring site visits on behalf of the Department to ensure fiscal compliance with grant/contract requirements, all applicable federal, state, and county regulations, and accounting and financial reporting in accordance with Generally Accepted Accounting Principles (GAAP) and County financial management standards.
- Prepare status reports of current year subrecipient monitoring site visits, and maintain and evaluate trends in agency compliance.
- Perform detailed review of other department financial and programmatic staff workpapers related to subrecipient monitoring.
- Provide ongoing feedback and training to fiscal and programmatic staff related to subrecipient monitoring and departmental methodology under the guidance of the Department Compliance Manager.
- Provide technical assistance to subrecipient agencies for financial related matters under the guidance of the Department Compliance Manager.

- Experience, Qualifications, Knowledge, Skills
- Five years of progressive responsibility in accounting, finance, audit, or project management.
- Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP).
- Demonstrated knowledge of federal, state, and local audit requirements for grant/contract administration.
- Demonstrated ability of understanding multiple funding sources, policies, and program requirements.
- Demonstrated experience with automated financial management systems.
- Demonstrated keen analytical, organizational and problem solving skills.
- Demonstrated experience interfacing with external and internal auditors.
- Demonstrated ability to communicate orally, and in writing with individuals of diverse backgrounds, and at all levels of an organization related to internal and external stakeholders.
- Demonstrated organizational skills to prioritize and manage multiple tasks.
- Demonstrated ability to develop and maintain effective, collaborative, and positive working relationships with both internal and external stakeholders.
- Demonstrated proficiency in the development of electronic records or reports needed to document transactions, monitor activities, and compare data from different sources and systems.
- Demonstrated proficiency in the use of Microsoft Office, including Word, Access, PowerPoint, and Outlook with intermediate/advanced knowledge of Excel.
- Bachelor's degree in accounting, finance, business administration, or any equivalent combination of business experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work.
- Experience with Oracle/EBS, Hyperion and Oracle reporting systems.
- Knowledge of governmental accounting and finance.
- Experience performing subrecipient monitoring site visits.
