Summary
The Behavioral Health and Recovery Division has an exciting career service opportunity to join the Behavioral Health Administrative Service Organization (BH-ASO) team as an ASO Contracts Specialist (Project/Program Manager II). We are looking for an experienced and organized leader to provide subject matter expertise, and project management support to the Crisis Systems and Services Section's work to effectively implement contract requirements and identify, implement process improvements.
This ASO Contracts Specialist will oversee all direct service contracts, including budget management; coordination with DCHS Performance Management and Evaluation (PME) team and provider agencies on data tracking, evaluation efforts, and ongoing program development; preparation of reports; and yearly program administrative reviews.

Job Duties
SCOPE OF JOB DUTIES - To be considered minimally qualified, applicants must demonstrate a background that provides the knowledge, skill, and ability to:
- Provide leadership, subject matter expertise, and project management support to effectively implement contract requirements and identify, implement process improvements.
- Develop and monitor contracts, amendments, and exhibits for a variety of BHASO programs to ensure appropriate data collection and data quality, budget monitoring and expenditure tracking, and with community providers regarding technical assistance and consultation.
- Assist with the drafting and tracking of Memoranda of Agreements/Understandings for union represented positions.
- Assist with the development and management of the Crisis website updates, crisis system dashboard, and crisis system training efforts.
- Develop reports, and implement new processes to collect and report data, for both internal and external stakeholders.
- Collaborate with the BH-ASO and DCHS evaluation team to develop an evaluation plan, data collection, and reporting, and other activities to support evaluation and learning on crisis systems and BHASO program dashboards. Lead or participate in yearly contract compliance reviews.
- Assist with systems coordination for individuals involved in the BHASO crisis systems of care with behavioral health programs, healthcare, criminal legal, and social service system partners.
- Facilitate and/or provide support for meetings and committees including establishing agendas, managing, and distributing materials, taking meeting minutes, and tracking and monitoring action items.
- Assist with public-facing communications for the Crisis Systems and Services Section and its continuum of service programs.
- Participate in development and implementation of programs from an equity and social justice, trauma-informed, person-centered, and harm reduction orientation.
WE ARE LOOKING FOR CANDIDATES WHO:
- Have a bachelor's degree and at least 2 years of recent work experience in and knowledge of the public behavioral health treatment system and/or any combination of education & experience that demonstrates the ability to perform the job duties of the position.
- Knowledge of equity and social justice principles and practices, and understanding of the effects of place-, race- and policy & systems-based inequities on marginalized communities and populations.
- Demonstrated knowledge and recent experience in contract, or similar formal agreements, development, negotiation, budget development and management, and policy and/or program development.
- Experience with, and an understanding of federal, state, and local government funding, as well as program mandates related to substance use disorder and/or mental health treatment.
- Experience with and knowledge of the publicly funded behavioral health treatment system of King County and the state of Washington.
- Demonstrated experience in gathering and analyzing data for needs assessments, outcomes reports, and quality improvement recommendations and the ability to develop formal reports for professional and community audiences.
- Demonstrated experience with development and evaluation of Requests for Proposals, evaluation of responses, and selection processes.
- Demonstrated professional level organizational skills, writing skills and verbal communication skills.
- Strong initiative and accountability in tracking work assignments, prioritizing workload, adapting to changes, and following through on assignments. Demonstrated experience tracking multiple deadlines and deliverables across programs.
- Proficiency using Microsoft Office applications, including Excel, Publisher, PowerPoint, Outlook email, Teams, and web-based applications.
- Demonstrated ability to work independently and as a member of a team.
- Valid Washington State Driver's License, or the ability to travel around the county in a timely manner.
- Mental Health Professional (MHP) or Substance Use Disorder Professional (SUDP).
- Experience in clinical program development or management of public behavioral health services for individuals with serious mental illness, co-occurring disorders, and/or complex health conditions.
- Knowledge of the behavioral health crisis system.
- Advanced level knowledge of SharePoint.
- Experience preparing presentations for external stakeholders or management.
- This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. - This position meets the provisions of the Fair Labor Standards Act and is overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday.
- This position is not represented by a union.
- The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
