Summary

King County's Department of Community and Human Services (DCHS) provides equitable opportunities for people to be healthy, happy, and connected to community.

The Behavioral Health and Recovery Division (BHRD ) is one of five Divisions within DCHS. BHRD manages the provision of community behavioral health services in King County, for approximately 60,000 clients per year through a network of over 40 behavioral health providers. The annual budget for services provided by or through the Division is over $450 million. BHRD has 150 staff across 13 sections that include direct service staff, care coordinators, program managers and technical staff. BHRD's mission is to provide quality behavioral healthcare to the County's low-income residents.

The BHRD Chief Administrative Officer will be a member of the BHRD Executive Leadership Team and will report to the Director or Deputy Director of the Division. The Chief Administrative Officer will provide strategic insight and leadership in planning, organizing, and managing Division operations and enterprise-wide initiatives. At a minimum, the Chief Administrative Officer will supervise the BHRD Compliance Officer and may supervise additional teams or staff, as needed, and determined by the Division Director.

The incumbent in this position will align all work with the mission of the Department's Equity and Social Justice strategic plan (i.e., to reinforce and embed equity and social justice principles into policies, practices, attitudes, and actions that produce equitable access, opportunities, treatment, impacts and outcomes for all).

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm. This position is not represented by a union.

MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING INFORMATION: The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Job Duties

Lead, direct, and oversee BHRDs internal administrative operations to support the Division's success:
  • Build and maintain effective working relationships with Division staff, department leadership, County Executive staff, and other County departments
  • Lead and support continuous improvement of Division policies, and operating procedures
  • Lead Division implementation of key initiatives and projects, such as annual and quarterly Division deliverable tracking, records retention, and migration to modern workplace tools (Microsoft Teams, OneDrive) and bi-annual budget planning.
  • Provide leadership and support to Division leaders to implement policies and procedures
  • Ensure that Division plans, reports, or documents submitted to the DCHS Director and other partners are accurate, complete, and submitted in a timely manner.
  • Ensure BHRD is successfully transitioning from shared drives to the Modern Workplace (MS Office 365), along with the rest of the department
Lead and manage the BHRD staffing needs and hiring processes:
  • Under direction from the BHRD Director, lead and manage the Division's staffing needs and budget planning
    • Confirm budget and FTE authority for all positions
    • Develop and manage a system to regularly track and fill vacancies and serve as the primary BHRD liaison to DCHS Human Resources to manage BHRD hiring processes and staffing needs
  • Lead, and coach leaders and staff to ensure work is aligned with the goals of the King County Equity and Social Justice Plan to continue to lead and support equity and social justice principles into policies, practices, and actions.
  • Coordinate with DCHS HR and/or King County Office of Labor Relations regarding BHRD personnel investigations, grievances, or appeals
  • Manage the annual performance evaluation process for the Division, including developing internal timelines for Division performance appraisal review and completion, monitoring completion of probationary evaluations and training new managers on performance evaluation processes and expectations.
Lead and coach a high performing Division and Management Team:
  • Oversee leaders of the BHRD Management Team, including managing the weekly Management Team meetings and follow through on action items.
  • Supervise BHRD's Chief Compliance Officer and others, as necessary.
  • Liaison with DCHS Human Resources Team on multiple things, including by not limited to partnering with the King County Office of Labor Relations and Labor Unions.
  • Serve as the BHRD representative to the DCHS Internal Systems Team
  • Be a champion of equity, providing advice and cultivating a culture that allows all members of the team to contribute and thrive
  • Inspire and exemplify excellence
  • Provide candid and caring feedback and coaching to help members of the team continually improve and develop
Lead and manage Division, work including Division liaison for enterprise-wide initiatives and priorities:
  • Support the department and division's Annual Planning Processes.
  • Support the DCHS Lean Maturity Model assessments.
  • Represent division at KCICN Network groups, Leadership Table, BH-ASO meetings, MIDD Advisory Board, Behavioral Health Advisory Board meetings, as needed.
  • Act on behalf of the BHRD Director to lead implementation of complex, interdivisional, and cross department projects of strategic importance.

Experience, Qualifications, Knowledge, Skills
  • Deep knowledge of, and proven implementation of equity and social justice principles and practices and understanding of the effects of race and policy and systems-based inequities on marginalized communities and populations.
  • Ability to describe recent examples of designing and overseeing equitable, efficient, effective policies and operation, including experience with budgeting, project management, staffing, meeting facilitation, workflow and process improvement.
  • Strong and demonstrated experience in project management, including managing multiple complex and time sensitive projects concurrently
  • Ability to coordinate, schedule and facilitate effective and efficient meetings with cross-section staff, and follow through on action items to ensure completion
  • At least five years of increasingly senior experience in managing, interacting, recruiting, and promoting accountability with and within diverse staff teams.
  • Proven ability to plan and manage within formally supervised teams and matrix managed teams
  • Demonstrated experience working with a variety of individuals with diverse backgrounds.
  • High level of knowledge, competency and experience with Modern Workplace tools, including Sharepoint, Microsoft Teams and OneDrive.
  • Strong written and verbal communication skills.
  • Ability to manage multiple tasks simultaneously.
  • Experience in change management and staff coaching & mentorship
DESIRED QUALIFICATIONS
  • Experience or knowledge of behavioral healthcare policy or operations
  • Project management certification (e.g., PMP)
