King County's Business Resource Center is looking for an Oracle BI Solution Architect who will serve as lead consultant for enhancing and maintaining King County's Oracle Business Intelligence service. This role involves daily interaction with staff at all levels and across multiple business units. A successful candidate will need to be a self-starter with great interpersonal and communication skills, a keen attention to detail, strong project management skills and technical and development expertise in Oracle BI with an ability to work in a fast-paced environment.
SCOPE OF JOB DUTIES: The successful candidate will demonstrate skill or ability at a minimum to:- Provides recommendations for BI/Analytics data vision and strategy, roadmap, standards; lead / participate in technology projects and system / infrastructure upgrades; manage application related SRs with Oracle; manage application related tickets.
- Responsible for requirement gathering in collaboration with business customers, sponsor and technical team members to analyze business needs using alternative views, such as User Stories, analysis models, or prototypes to guide solution finding, design and develop new dashboards/ reports or upgrades to existing dashboards/reports, develop testing plans and scripts and collaborate with technical team to ensure end to end testing, provide oversight in BI casual user education and Power User OBIA/OBIEE/Visual Analyzer education to the business community utilizing Business Resource training strategies, standards and tools, lead the ERP BI Data Governance activities, mentor the business community with Change Management initiatives demonstrating BI value-add objectives and process improvement opportunities, provide end user support via BI help desk requests.
- Provide direction, leadership and/or direct supervision of BRC BI Functional Analyst team members focused Oracle OBIEE, BI Publisher, EBS Reporting and Blitz Reports responsibilities.
- Works in tight collaboration with BI Technical Lead to ensure successful business value driven ERP Analytics and Operational Reporting to all King County Agencies.
- Serve as a project resource to provide data design advice and coordination to complex, high impact data integration and migration projects.
- Lead and/or participate in the evaluation and implementation of data-related technologies that can improve the County’s ability to capture and integrate data.
- Participate on teams developing enterprise best practice guidelines and standards for data, metadata, data modeling, and management.
- Consult with internal or external customers and IT staff to help match solution patterns to business and technical requirements.
- Review and approve data designs for compliance with enterprise best practice guidelines and standards for data, metadata, data modeling, and management.
- May develop or provide subject matter expertise on budget requests, cost/benefit analyses, technical evaluations, feasibility studies and/or proposals and Requests for Proposal or Information.
- May be called upon to provide support for significant service issues or failures at any time.
- Create BRC BI documentation standards, including architectural processes, templates, technical diagrams, and solution design documents.
- Encourage the use of standard modeling methods and communication, conducting or coordinating training on the standard methods and diagraming standards.
- Serve as a mentor to staff seeking architecture skills as part of career development by partnering on progressively difficult projects with the support of management.
- Have a background as a great leader who can lead in a collaborative manner that focuses on engagement, good communication, open dialogue, and team building that is essential for the evolving business needs of the future;
- Hands-on background and development experience with Oracle OBIEE Components, proven track record of providing BI solutions
- Implemented Enterprise-wide Business intelligence/ information Delivery Platform, lead multiple upgrade projects, lead teams on yearly disaster recovery exercise
- Responsible for developing relationships with different lines of business and IT Partners
- Collaborated with Enterprise Architecture to develop roadmaps and upgrades
- Expertise in Data Warehouse concepts and principles
- Good in-depth knowledge of any one ETL tool (Oracle Data Integrator or Informatica)
- Should have worked in BI projects that sourced data from large database over 10 TB, Oracle EBS, PeopleSoft HCM and Hyperion Budget and Planning.
- A background as a great people leader with the ability to coach and supervise diverse staff in a collaborative manner that focuses on engagement, good communication, open dialogue, and team building that is essential for the evolving business needs of the future;
- A background with the implementation and use of an Enterprise Reporting solution in Oracle technologies, such as BI Publisher, OBIEE, Oracle Reports and Blitz Reports;
- Flexibility and can adapt as required, while working in a multi-faceted and sometimes ambiguous environment;
- Strong ability to navigate through potentially conflicting stakeholder perspectives;
- Familiarity with or is certified in IT Service Management Best Practices (ITIL)

TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position will be performed primarily remotely. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
