The Children, Youth and Young Adults Division (CYYAD) is one of five divisions in DCHS. The division operates several re-engagement, education, and employment programs for youth and young adults, and is home to the Best Starts for Kids 5 to 24 investments, the Puget Sound Taxpayer Accountability Act's K-12, community, and post-secondary investments, and Restorative Community Pathways.
Best Starts for Kids (BSK) is King County's initiative to improve the health and well-being of residents by investing in promotion, prevention, and early intervention for children, youth, families, and communities (www.kingcounty.gov/beststarts). Initially approved by voters in 2016, BSK was renewed in August 2021. Implementation of BSK is guided by the BSK Implementation Plan, approved by the King County Council in September 2016 for Levy 2016-2021, and approved by the King County Council in November 2021 for Levy 2022-27.
BSK and CYYAD are seeking two Contract Monitors (PPM II) to support the BSK Youth Development (YD), Positive Family Connections (PFC), 5-24 overall strategies, and Technical Assistance (TA) & Capacity Building (CB) investments. These positions will work closely with BSK community partners, consultants, Contracts & Procurement, and evaluation team members to ensure contracts are executed in a timely fashion, evaluation plans are finalized, ongoing work is executed, and subsequent invoicing and reporting requirements are monitored appropriately. One of the Contract Monitors (PPM II) will support YD & PFC strategies, and one will support TACB and 5-24 overall strategies.
This posting will be used to fill up to (2) SDA/TLT Contract Monitor (PPMII) positions.

This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. Job Duties
- Participate in planning and program development for BSK YD, PFC, and TACB strategies with strategy Leads.
- Execute contracts and contract amendments with the support of the BSK strategy Leads. This may include negotiating scopes of work, helping partners to provide needed documentation for contract execution (e.g., proof of insurance), and helping to ensure contracts are executed in the timely fashion.
- Complete desktop reviews for contracted agencies that provide YD, TACB, PFC and other 5-24 strategy programming to ensure compliance with DCHS policies and the contract's specific outcomes/requirements.
- Complete site reviews/monitoring visits and work with the management team to ensure that either annual or bi-annual monitoring is completed.
- Work with the fiscal team to monitor partners for fiscal and program compliance with county policies.
- Process invoices and required reports, and ensure that partners are meeting their contracted outcomes.
- Provide technical assistance to providers as needed and ensure that providers are submitting timely invoices and meeting their reporting requirements.
- Support partnerships with the other programs for young people in King County and work to coordinate efforts in order to maximize resources and results.
- Assist the strategy Leads with Requests for Proposals (RFPs).
- Work with CYYAD/BSK Evaluation Team to ensure contractors are submitting data, meeting outcomes, and that data is available to interested parties.
- Participate in and support the implementation of YD, TACB, PFC, and other 5-24 strategy learning circles and convenings.
- May support planning and implementation of PFC Family Network meetings (these normally occur in the evening times between 5pm-8pm once every other month).
- May assist with the coordination of TACB services and program evaluation.
- Perform other related duties as assigned.
Experience, Qualifications, Knowledge, Skills
- Solid understanding of equity and social justice principles and practices, and the effects of place-, race-, and policy & systems-based inequities on marginalized communities and populations.
- Two years of recent experience with project management and/or contract management or monitoring and/or equivalent education and experience. Recent is defined as two years in the last five years.
- Experience in developing or working with programs serving youth and/or young adults (ages 12-24 years), and/or equivalent education and experience.
- Demonstrated professional-level organizational skills, tracking multiple projects at once, and giving attention to detail.
- Demonstrated high-level professional communication skills, both written and verbal.
- Experience with assisting, participating, and/or process design of RFPs.
- Ability to collaborate and build consensus across diverse partners and community members.
- Ability to multitask and work in stressful situations involving changing deadlines and expectations.
- Demonstrated ability to work independently and as a member of a team.
- Ability to develop formal written reports for professional and community audiences.
- Demonstrated ability to develop and maintain collaborative partnerships with stakeholders.
- Working knowledge of Microsoft Office 365, including Teams and Outlook email.
- Valid Washington State Driver's License, or the ability to travel around the county in a timely manner.
- Willingness to submit to a criminal background check on a post-offer/pre-hire basis.
