SUMMARY:
King County's Department of Community and Human Services (DCHS) provides equitable opportunities for people to be healthy, happy, and connected to community. The department maintains a pro-equity focus aimed at developing the systems and standards necessary to achieve better outcomes for all county residents.The Children, Youth and Young Adults Division (CYYAD) is one of five divisions in DCHS. CYYAD believes that King County should be a place where all young people have equitable opportunities to be happy, healthy, safe, and thriving members of their communities. The division operates several re-engagement, education, and employment programs for youth and young adults, and is home to the Best Starts for Kids 5 to 24 investments, the Puget Sound Taxpayer Accountability Act’s K-12, community, and post-secondary investments, and Restorative Community Pathways.
Best Starts for Kids (BSK) is King County's initiative to improve the health and well-being of residents by investing in promotion, prevention, and early intervention for children, youth, families, and communities (www.kingcounty.gov/beststarts). Initially approved by voters in 2016, BSK was renewed in August 2021. Implementation of BSK is guided by the BSK Implementation Plan, approved by the King County Council in September 2016 for Levy 2016-2021, and approved by the King County Council in November 2021 for Levy 2022-27.
Best Starts for Kids and CYYAD are seeking a Contract Monitor (PPM II) for the BSK Youth Development Strategy investments. This position will work closely with the Youth Development Program Manager, Community Partners, C&P and PME team members to ensure contracts are executed in a timely fashion, PME plans are finalized, and subsequent invoicing and reporting requirements are monitored appropriately.
The position reports to Jennifer Tanaka, Deputy Division Director for the Children, Youth, and Young Adult division of DCHS and work closely with David Gistarb, BSK Youth Development Strategy Program Manager. This Special Duty opportunity is scheduled to end on 2/28/23.

WORK SCHEDULE/CONDITIONS: This position is nonexempt (overtime eligible) and will receive overtime with supervisory pre-approval. Teleworking Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

- Job Duties
Participate in planning and program development Best Starts for Kids (BSK) Youth Development Strategy with Youth Development Lead.
Execute contracts and contract amendments on a regular basis with the support of the BSK Youth Development Lead. This may include negotiating scopes of work, helping partners provide needed documentation for contract execution (i.e. proof of insurance) and helping to ensure contracts are executed in the timely fashion.
Complete desktop reviews for contracted agencies that provide youth development programing to ensure compliance with DCHS policies and the contract’s specific outcomes/requirements.
Complete site reviews/monitoring visits and work with the management team to ensure that either annual or bi-annual monitoring is completed.
Work with the fiscal team on monitoring partners for fiscal and program compliance with County policies.
Process invoices and required reports and ensure that partners are meeting their contracted outcomes.
Support partnerships with the other employment efforts for young people in King County and work to coordinate efforts in order to maximize resources and results.
Assist the management team with Request for Proposals.
Provide technical assistance to providers as needed and ensure that providers are submitting timeline invoices and meeting their reporting requirements.
Work with the CYYAD/Best Starts for Kids Evaluation Team to ensure contractors are submitting data, meeting outcomes, and data is available to interested parties.
Participate in and support the organization of learning circles.
Perform other related duties as assigned.
- Experience, Qualifications, Knowledge, Skills
Solid understanding of equity and social justice principles and practices, and the effects of place-, race- and policy & systems-based inequities on marginalized communities and populations.
Experience in developing or working with programs serving youth and/or young adults (ages 12-24 years), and/or equivalent education and experience.
Experience negotiating terms of contracts or similar formal agreements, and/or equivalent education and experience.
Demonstrated professional level organizational skills, tracking multiple projects at once, and giving attention to detail.
Demonstrated high-level professional communication skills, both written and verbal.
Experience assisting in the development of Requests for Proposals.
Ability to collaborate and build consensus across diverse partners and community members.
Ability to multi-task and work in stressful situations involving changing deadlines and expectations.
Demonstrated ability to work independently and as a member of a team.
Ability to develop formal written reports for professional and community audiences.
Demonstrated ability to develop and maintain collaborative partnerships with stakeholders.
Working knowledge of Microsoft Office Suite, including Outlook email, and the Internet.
Valid Washington State Driver's License, or the ability to travel around the county in a timely manner.
Willingness to submit to a criminal background check on a post offer/pre hire basis.
DESIRED:
Two years of recent experience with contract management or monitoring and/or equivalent education and experience. Recent is defined as two years in the last five years.
