Summary

The Road Services Division of King County’s Department of Local Services seeks an experienced financial professional to lead a group of financial professionals – both peers and direct supervisees – in preparation and monitoring of Roads’ capital and operating budgets, management reporting, decision making, and financial process improvements.   
This position is within the Roads Budget and Finance Unit and reports to the Roads Finance Manager in the Strategic Business Operations Section (SBOS).  The position requires both heavy quantitative emphasis and excellent communication skills.

 Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:
 

  • Lead a diverse team of financial professionals as direct supervisor, as well as leading financial and management peers in other sections within the Roads Division;
  • Develop direct reports by actively seeking opportunities for cross-training, stretch assignments and special projects that interest and engage staff;
  • Be a role model for staff, demonstrating a healthy work life balance, pursuing regular professional development, and prioritizing work assignments to avoid significant after-hours effort;
  • Actively develop both formal and informal relationships within the division and with other agencies;
  • Be comfortable communicating with higher management, providing information and recommendations tailored to management decision making;
  • Be equally as comfortable explaining financial information to non-financial staff as to other financial professionals at any level in the organization;
  • Develop tools to manage proactively through systems and standard work; engage in active problem solving; and seek opportunities for improving processes and procedures; 
  • Provide expert financial and budgeting advice -- to management, peers, and direct reports – to guide timely decision-making and support fiscal stability for the division;
  • Successfully navigate ambiguity in a changing organization while providing clear guidance to staff supporting the budget development and monitoring functions;
  • Other duties as assigned.
We are looking for candidates who have: 

  • Progressive experience coordinating and managing public sector budget processes;
  • Bachelor’s or master’s degree in public sector finance, public administration, accounting or related field with specific course work in budgeting and financial analysis – or an equivalent combination of skills and experience;
  • Working knowledge of a variety of technical financial tools, such as Excel, Power BI, Looker, Prism, Power Pivot, Sequel Reporting Services, Oracle Business Insights, Tableau, etc.;
  • Familiarity with budgeting and financial processes;
  • Significant experience in Project Management, Lean process improvement, system implementation, management accounting, data governance, government financial accounting, public sector budgeting;
  • Ability to communicate effectively, in various forms, with individuals of diverse backgrounds, and at all levels of the organization.

TELECOMMUTING REQUIREMENT
 
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities.)  Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
