Bus Ops: Payroll Specialist

The Payroll Specialist will be responsible for processing payroll and timekeeping actions and assisting in payroll related activities, maintaining human resources and payroll related records, and providing information to management and employees regarding compensation and employment. - Job Duties

In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As the Payroll Specialist, you will:
- Prepare and process Transit employees' time reporting
- Gather payroll data for analysis, time entry, and processing timekeeping records for assigned bases
- Audit and correct employee time entries for the current payroll period
- Perform preliminary analysis and audits for bi-weekly payroll production
- Generate HASTUS and PeopleSoft reports (daily and bi-weekly) utilizing the information database; schedule reports and queries
- Execute payroll time entry functions; identify and resolve data entry and processing problems; troubleshoot and resolve all errors in a timely manner
- Execute payroll time entry feeders from HASTUS to PeopleSoft Time and Labor module
- Meet all established payroll deadlines
- Ensure all processed employee time is accurate
- Use Transit's PARS/Payroll action resolution for Transit bases
- Audit, troubleshoot, analyze, and correct employee records
- Function as payroll resource and subject matter expert for base chiefs and supervisors
- Respond to questions from employees regarding payroll and payroll related matters
- Train Transit Operations employees for payroll and related PeopleSoft functions
- Research payroll discrepancies and request manual checks from Payroll Operations as required for Transit employees
- Enter or request past payroll period adjustments or retro payments as required
- Provide verification of employment for all Transit employees
- Identify overpayments and work with the employee and base staff to resolve
- All other timekeeping duties as needed for Transit employees
- Experience, Qualifications, Knowledge, Skills
We are looking for candidates who have:
- Increasingly responsible payroll/accounting experience; specifically related to processing time, generating and running queries and reports, and analyzing and troubleshooting payroll data OR any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work.
- Knowledge of payroll production, processes, and procedures
- Knowledge of Federal and State laws and regulations to include Fair Labor Standards Act, Family Medical Leave and Workers' Compensation
- Knowledge of record-keeping and monitoring procedures
- Communication skills, both orally and in writing and the ability to communicate with people from various and diverse backgrounds
- Skill in the use of office software programs including word processing, spreadsheets, database, and email
- Skill in comparing records and data for accuracy as well as researching/reconciling errors and discrepancies
- Skill in organizing and prioritizing a high volume workload with strict deadlines
- Ability to analyze and interpret data, union contracts, regulations and laws
- Ability to research and compile information
- Ability to work independently and as a team member
- Knowledge of King County human resources policies and procedures
- Experience doing payroll in King County Transit Bus Operations
- Experience with PeopleSoft, or similar, payroll and time-keeping software
- Experience with HASTUS, or similar, automated information systems

Work Schedule
The work week is 40 hours, Monday through Friday. This position is subject to the provisions of the Fair Labor Standards Act and therefore is eligible for overtime pay if scheduled.
Work Location
The primary location of this position is in the 901 Building (901 5th Ave, Seattle)
During the mandatory telecommute order, work will be done remotely, but the assignment may include on-site visits to Metro facilities.
