King County Department of Natural Resources and Parks is seeking to fill two full-time Business and Finance Officer II positions with the finance section of the Parks and Recreation Division.   The positions play a role in the preparation of the biennial budget, maintaining the integrity of the operating and capital budget data, tracking and analyzing expenditures, grants management, assisting with the oversight of accounting functions, and review of expenditures with management and project managers which helps drive the strategic decision-making process for their programs.

Telecommuting Requirement
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities.
Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104

Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week.

Job Duties

Applying equity and social justice principles is a daily responsibility and foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work including, but not limited to:

  • Create accounting transactions including review of invoices, preparation of journal entries, and other accounting transactions as needed.
  • Extract, organize, and review financial records, data, and reports from Oracle Enterprise Business Solutions (EBS) and Oracle Business Intelligence (BI) and other systems to ensure the accuracy of revenues and expenditures.
  • Assist with the reconciliation and preparation of state and federal grant invoices, billings, reimbursements, and financial reporting.
  • Assist with department-wide financial management and perform routine and ad hoc fiscal duties to support assigned business units.
  • Support reporting activities for year-end, the Schedule of Expenditures of Federal Awards (SEFA), and the Schedule of Expenditures of State Financial Assistance (SSFA).
  • Monitor financial performance to ensure compliance with applicable federal, state, and county regulations, and generally accepted accounting principles.
  • Assist in capital budget revisions, supplemental budget requests, fiscal notes for proposed legislation, and financial plan updates.
  • Enter budget proposal requests and budget revisions using the Oracle enterprise resource program, ensuring accuracy.
  • Evaluate proposed expenditures and revenues and perform detailed financial analysis and forecasting to support management decision-making.
  • Serve as administrator of the capital project budget monitoring tool; train project management staff to use the system independently to access project financial information.
  • Perform asset capitalization including reviewing eligible expenditures and submitting required documentation. 
  • Support monthly business reviews including reviewing and reporting budgeted revenues and expenditures to ensure compliance within budget allocations.
  • Assist with division-wide financial management as needed.

Experience, Qualifications, Knowledge, Skills

Required Qualifications:

  • Demonstrated years of progressive experience in accounting, finance, and budget functions.
  • Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP).
  • Demonstrated excellence in financial analytics, including the ability to perform analysis over data from multiple disparate sources and systems. 
  • Demonstrated working knowledge of accounting, budgeting, and financial principles and practices of automated financial information systems. 
  • Demonstrated knowledge of financial analysis; forecasting techniques and principles; and budget maintenance activities and fiscal reporting.
  • Demonstrated ability to implement and maintain systems, processes, and databases for financial monitoring; prepare complex financial analysis and spreadsheets; and provide strategic recommendations to management.
  • Ability to understand funding sources, policies, and program requirements.
  • Highly proficient use of Microsoft Office products, specifically Excel.
  • Demonstrated project management skills to manage through multiple priorities.
  • Ability to develop and maintain effective, collaborative, and positive working relationships with both internal and external stakeholders.

  • Communicates effectively by developing and delivering multi-mode communications that convey a clear understanding of the unique needs of the different audiences.
  • Manages complexity to make sense of complex, high quantity, and sometimes contradictory information to effectively solve problems.
  • Collaborates by building partnerships and working collaboratively with others to meet shared objectives.
The Most Competitive Candidates Will Have:
  • Demonstrated knowledge and familiarity with Uniform 2 CFR 200.
  • Experience using Oracle Enterprise Business Solutions (EBS) and Oracle Business Intelligence (BI).
  • Proficiency with Microsoft Power BI.
  • Demonstrated ability developing and monitoring complex budgets, including but not limited to, understanding of budget terminology; demonstrated ability to interact with program and financial staff to facilitate budget development and execution.
  • Demonstrated knowledge of the different methods of accounting; accounting terminology and application; and how to apply accounting principles and procedures to work products.
  • Demonstrated ability to interpret and apply existing, new, or revised accounting and budget principles, standards, and concepts to make accounting reports accurate.
